Training on incident response system underway

DIMAPUR — A three-day training incident response system, organised by the Nagaland State Disaster Management Authority (NSDMA) under Home department, in coordination with the National Institute of Disaster Management (NIDM), New Delhi, got underway at the Administrative Training Institute (ATI) in Kohima on July 25.

The key target audience of the training included personnel holding important administrative positions and/or likely to be involved in incident /emergency management, stated a DIPR report.

Shekher Chaturvedi, assistant professor from the Division of Disaster Response and Recovery, NIDM, Delhi, is the resource person for the training.

“As a large number of agencies work in responding to disasters, there is always a possibility of a lack of coordination among them, which often leads to an increase in the cost of managing a disaster.

If the response is planned and the stakeholders are trained, it will be smooth and effective with reduced coordination issues,” the report stated.

Keeping this in view, it stated that the government of India has identified the incident command system (ICS) as the most effective and systematic response mechanism. The government has also adopted ICS and named it the incident response system (IRS).

The objective of the IRS was to pre-designate officers to perform various duties and train them in their respective roles. The incident response system broadly refers to a management system that could be used for any type of incident, irrespective of its nature, size, and magnitude.

The system would provide scope to organise various functions and tasks within the overall response process while emphasising greater coordination and communication among different organisations involved.

The main intention of the IRS was to transform the confusion during the early stage of an emergency situation into a well-managed response process by providing answers to vital questions.

The inaugural programme was attended by the principal secretary of Home, Abhijit Sinha, who also delivered the inaugural address. The brief programme was chaired by Johnny Ruangmei, joint CEO of NSDMA.

The inaugural programme concluded with a vote of thanks delivered by Khrolou Koza Lohe, assistant manager of NSDMA (training and education).
