Lokayukta closes inquiry into mismanagement of funds in Alongtaki
KOHIMA — The Nagaland Lokayukta has closed its preliminary inquiry into alleged mismanagement of developmental funds in Mokokchung’s Alongtaki Assembly Constituency.
The inquiry, initiated suo moto in October 2024 after a November 2023 complaint by the Nagaland Pradesh Congress Committee’s (NPCC) Public Grievances Department (PGD), resulted in recommendations after finding projects completed, though some deviated from specifications.
As per an order issued by the Upa Lokayukta, Mayang Lima on October 8, the inquiry investigated the upgradation of Longchem-Saring Road and bridge construction (funded by the Tribal Affairs Department for INR 1.50 lakhs in 2022-23), confirming its completion. The purchase of two ambulances for Mangkolemba PHC (funded by LADP and SCA to TSS through Tribal Affairs in 2020-21 for a total of INR 75 lakhs) was also confirmed, though the Lokayukta requested documentation from the Bethshalom Welfare Society, Mangkolemba, regarding a claimed INR 18,76,000 spent on registration, insurance, and transportation.
The construction of the Multi-Purpose Hall at Longchem (funded by LADP for INR 1 crore across two phases in 2019-20 and 2022-23) was found completed but lacked proper approvals and documentation. Additionally, the construction of the Government High School, Longchem (funded by LADP for INR 1 crore across two phases in 2019-20 and 2020-21) was also completed, but the Lokayukta noted it deviated from the design.
The Lokayukta also recommended that the Deputy Commissioner of Mokokchung instruct the Engineering Wing to ensure project supervision and adherence to designs/DPRs. Proper record-keeping in Measurement Books, as per PWD Code, was also emphasized for LADP projects.
Meanwhile, PGD-NPCC Co-chairman, Meshenlo Kath, remarked on Tuesday, “just because of our complaints, work were being executed, otherwise it would not have acted upon.”
Kath clarified that his advocacy for public welfare issues, such as the current case, is not driven by his political affiliation. Stating that he has often faced criticism for allegedly politicising such issues, he maintained that this is not the case. He explained that if he were to politicise an issue, he would require permission from the party president. However, he asserted that the party president does not interfere in his work when it comes to matters relating to public grievances.
He added that he has been advocating for transparency in government long before entering politics and assured the public that he will continue to fight against unfairness in society.
