HFW dept. implementing provisions relating to NPA — Paiwang

KOHIMA — Minister of Health and Family Welfare (HFW), P Paiwang Konyak informed that the department is implementing the provisions relating to Non-Practising Allowance (NPA).

Replying to a starred question NPF MLA Kuzholuzo Nienu, Konyak stated that the department is implementing the provisions as notified by Finance Department vide Notification No. FIN/ROP/VI-PC/1/2008 dated 17th March, 2010, and by the Department of Health and Family Welfare vide Notification No. HFW-6/A/36/09/262 dated 19th September, 2011.

“Following reports of the Upa-Lokayukta in case No.A-VIG-04/2016 dated 30.03.2023, the department has during 2023 issued Office Memorandum No. HFW(A)-12/192/23 dated 31st July 2023 reiterating the provisions of NPA, cautioning the doctors to either stop practicing in private or forego NPA, and cautioning private hospitals, clinics and nursing homes not to employ government doctors”, he added.

To the question on much the state exchequer has saved by implementing NPA, he said doctors in position at various health units stand at 413, and doctors not availing NPA at present is 36.

As per the data, an approximate INR 53.76 lakh per year has been saved from the state exchequer, Konyak stated.

No new CDPO offices sanctioned during 2022-23

Chief Minister Neiphiu Rio, who holds the Social Welfare portfolio, informed that INR 72.00 lakh was sanctioned for renovation and furnishing of 16 existing CDPO offices in the state at the rate of INR 4.50 lakh per CDPO office.

The department has written to the engineering wing for technical formalities, which is under process, Rio stated.

No new CDPO offices was sanctioned by the Ministry during 2022-23, he stated in a written reply to a starred question by MLA Kuzholuzo Nienu.
