School Education dept. to come up with new service rules, cadre review

Kohima, June 8 (EMN): Advisor for School Education and SCERT, Dr. Kekhrielhoulie Yhome, informed on Thursday that the department is in the process of formulating the Nagaland Education Service Rules and conducting a cadre review. 

The advisor assured that the opinions of all concerned would be taken into account while developing the new service rules and conducting the cadre review. The advisor addressed the Nagaland Education Mission Society (NEMS) during Samagra Shiksha’s two-day state-level coordination and review meeting with DMAs and EBRCs at the Administrative Training Institute (ATI) in Kohima. 

While maintaining that the 2017 service rule is comprehensive and was implemented with good intentions, Yhome emphasised the need to adopt an “all-encompassing” approach and avoid fragmented solutions in the department. 

Highlighting the importance of nurturing competent leaders in the education system to drive change and implement reforms, Yhome advocated for strengthening the administrative structure from the grassroots level, particularly in pre-primary and primary education. 

Yhome also suggested the necessity of promoting professional growth among mid-career teachers and reducing political interference in the education sector. The advisor noted that the performance of government schools has significantly improved over the years, resulting in a surge of admissions in government higher secondary schools despite their dilapidated conditions, thanks to the presence of better-qualified teachers. 

Pointing out the lack of an exact count of graduate and primary teachers in the School Education directorate, Yhome mentioned that efforts are underway to compile a comprehensive list of teachers, expected to be completed by the end of July. 

Yhome also expressed concern about the practice of not sending girl children, especially to primary and middle schools, thereby depriving them of education and assigning them domestic responsibilities while sending only boys to receive an education.

Furthermore, the advisor urged the elimination of self-nomination for teacher’s awards. In this regard, he called upon block coordinators and district-level officials to assess and provide accurate reports, identifying deserving teachers for the awards. 

Commissioner and Secretary, School Education SCERT and Vice Chairman NEMS, Kevileno Angami, expressed satisfaction with the improvement in school education indicators for the state of Nagaland since 2020-21 and 2021-22. These improvements included transition rates at the elementary and secondary levels and reduced dropout rates. 

Angami also emphasised the importance of being adaptable to changes following the implementation of NEP 2020. She reiterated that Samagra Shiksha operates on a mission mode and called for collective efforts from DMAs and EBRCs to ensure the successful implementation of programs and activities. 

State Mission Director, Samagra Shiksha Nagaland, Temsunaro Aier, stated in her keynote address that the event aimed to enhance the skills of officials in light of the implementation of NEP 2020. She emphasised that everyone involved in Samagra Shiksha should demonstrate the highest level of commitment and motivation to resolve issues promptly.
