KOHIMA — Ahead of Census 2027, Deputy Commissioner of Kohima B Henok Buchem on Monday held a meeting with the Angami Public Organisation (APO), Angami Women Organisation (AWO), Angami Youth Organisation (AYO), Angami Students' Union (ASU), as well as councillors and chairpersons of colonies and wards in Kohima town.
Addressing a press conference at the DPDB conference hall, the DC, along with Kohima Municipal Council chairperson Neibodzelie Solo and APO president Thejao Vihienuo, said the Census of India is one of the largest administrative exercises in the country.
Buchem said that for the first time in India, the census would be fully digital and paperless. He informed that the exercise would be conducted in two phases, with Phase I comprising the House Listing Operation beginning on June 16, while Phase II would take place next year.
The DC said that from June 16, citizens who wish to enumerate themselves can do so through the self-enumeration portal. The option will be available from June 16 to June 30, after which field enumeration will begin on July 1 and continue till July 31.
He elaborated that even if a person completes self-enumeration, the information will again be verified by the enumerator during a doorstep visit.
Likewise, those who do not opt for self-enumeration will be covered through field enumeration conducted by government staff.

Buchem stated that Kohima district has been divided into eight charge areas: Kohima Sadar; Kohima Sadar (statutory town); Chiephobozou (statutory town); Chiephobozou (rural); Sechü-Zubza; Jakhama; Botsa; and Kezocha.
He informed citizens about who is to be enumerated during the House Listing Operation and the census exercise.
According to the guidelines, people who are ordinarily residing in Kohima should be enumerated, and the administration would strictly follow this direction.
Referring to the 2011 Census, he noted that 9,017 households in Kohima were found vacant and asserted that the administration would ensure that such a situation is not repeated.
Buchem requested every citizen to set aside misconceptions and false propaganda and come forward to participate in the census process.
He urged residents to support the enumeration exercise so that Kohima district can produce a clean and accurate census, ensuring that it receives its rightful share of developmental benefits and other government initiatives.
KMC chairperson Solo requested all ward leaders, chairpersons and community leaders to cooperate with enumerators and officials during the programme.
He also appealed to all citizens of Kohima to ensure that they are enumerated if they are ordinary residents of the district.
APO president Vihienuo stated that the census exercise, delayed due to the COVID-19 pandemic, would be a milestone in the developmental process of the state and its people.
He highlighted that the census operation is the primary source of demographic data used for developmental programmes and projects implemented by the Government of India.
"How effectively we enumerate and what kind of information we are able to project through the census operation will, to a large extent, influence the kind of development and flow of funds to the state. Therefore, I urge all citizens of Kohima district to ensure that they are enumerated and provide accurate and adequate information to census officials," he said.
The APO president also urged citizens residing in Kohima town and district not to dilute census data through double entries.
"For those residing in Kohima town and district, it is sufficient that your names are enumerated here at your place of residence. Do not go back to your native village or district for enumeration, nor allow anyone there to falsely include your information. Such practices result in double entries and inflated figures," he said.
Meanwhile, the DC informed that more than 700 field staff members have already been trained for the exercise.
"As far as network connectivity is concerned, everyone is aware of the challenges and arrangements have been made accordingly. All field staff have been organised into groups," he said.
