ZYF reminds Manipur government on relocation of Tamenglong DC Office

DIMAPUR, JUNE 3 : The Manipur government’s commitment to relocate the Office of the Deputy Commissioner and all the other District Level Offices in the first of week of May 2016 as mutually agreed by the both parties during the Zeliangrong Youth Front (ZYF) –government of Manipur meeting held on 28th February, 2016 at the Chief Minister Secretariat, Imphal failed to translate the commitment into action. This was stated in a press note on Friday by the ZYF General Secretary Donpon Daimai.

During the said meeting, Manipur CM O. Ibobi Singh, former Minister Works Kh. Ratankumar Singh, Vice-Chairman HAC Z. Kikhonbou Newmai, MLA Tamenglong Janghemlung Panmei, and MLA Biren represented Govt. of Manipur while the ZYF represented by its President Titus Kamei along with Chairmen of different Zones and Executive Members had arrived an understanding that the Office of the Deputy Commissioner and all the other District Level Offices shall be shifted in the first week of May to the Tamenglong district Secretariat which was already inaugurated on 3rd November, 2011 by the then Union Home Minister Shri P. Chidambaram as Chief Guest in the presence of State Chief Minister attended by Ministers, MLA and high ranking bureaucrats.
“However even after three months of the meeting and dateline expired neither the Office of the Deputy Commissioner nor a single office of different District Level Offices has been shifted at the already inaugurated district Secretariat so far” the ZYF stated in a press release.

It further stated that the ZYF was invited by the State Govt. for a meeting following the democratic agitations launched for six days by closure of DC Office as first phase which was followed by complete ban on National Projects and International Projects works undergoing in Zeliangrong areas to press the State Govt. as second phase until and unless the State govt. provides assurance with specific dateline to relocate the already inaugurated District Secretariat and all the offices of District Level Offices at the already inaugurated Tamenglong District Secretariat. In this manner seven points understanding was reached between the Govt. of Manipur and ZYF during the meeting as under:-

1. Chief Secretary to issue necessary orders for completion of all pending works;

2. DC Tamenglong to issue necessary orders to DLOs for immediate shifting of their respective offices at the already inaugurated Tamenglong district Secretariat;

3. DGP to oversee security barracks

4. Works Minister along with the Chief Engineer PWD and others to visit the Tamenglong district Secretariat complex

5. To shift the Office of the Deputy Commissioner and all the District Level Offices at the already inaugurated District Secretariat in the first week of May 2016

6. To lift/suspend the agitation with immediate effect

7. To resume the agitation in case the Govt. fails to materialize and fulfill the commitment

The ZYF having discussed the matter during the executive meeting held on 25th May, 2016 decided to resume the suspended agitation including indefinitely blocking of the NH. No. 37 any time in the interest of the people of the district with specific date to be announced within few days time.

The Manipur Govt. led by CM O. Ibobi Singh has deceived the people of Tamenglong district by way of indulging nepotism and favoritism at the time of awarding contract works with adopting deliberate suppressive policy in order to keep the people of Tamenglong district from getting actual development. The Govt. of Manipur neglecting the district is not a new thing if refer on past records stated the youth organization.

It further went on to state that under the leadership of O. Ibobi Singh for almost fifteen years, the hills districts particularly Tamenglong has been suffering without any sign of immediate improvement. The State Govt. popular slogan of both hills and valley equal development under the leadership of O. Ibobi Singh is in fact complete lies and regression in all aspects and spheres particularly the Tamenglong district of which the people are the living witnesses.
