The Yaongyimsen Students’ Union, brings forth to the kind notice of the competent authority in the state in particular and the people in general the injustice that has been meted out to one of our bonafide student members, Miss Watinaro Imsong for redressal so that innocent and merit students are not victimised even in future.
We firstly would like to state that the Directorate of Higher and Technical Education nominated Miss. Watinaro Imsong, strictly based on merit, against the sole seat allotted to Nagaland, that of B.Sc. Horti. Course (four years), under Dr. Y S Parmar University of Horticulture and Forestry, Nauni, Solan, Himachal Pradesh. However, the seat that was allotted to our member was illegally occupied by a non-eligible candidate by the name Imnatemsu Imchen (thereafter found out to be the son of the incumbent Director of Horticulture, Govt. of Nagaland) on the recommendation of the Director of Horticulture herself. That, via a letter from the Northeastern Council (NEC) Secretariat, vide letter NO.NEC/MPD/VI-3/2004/Vol.III dated 8th May, 2014, addressed to the Directorate of Higher and Technical Education, the Chief Conservator of Forest and the Director of Horticulture, Govt. of Nagaland, a declaration of the availability of the fore-cited seat under the NEC quota for Nagaland was made.
In its capacity as the appointed nodal authority to advertise and make the selection of the eligible candidate, the Directorate of Higher and Technical Education proceeded with the relevant procedures for the selection to which our member duly responded and applied for this seat. Accordingly, our aggrieved member was intimated via a letter from Directorate of Technical Education, Govt.of Nagaland, vide letter No.DTE/TECH-A/17/2014 dated 8th July 2014 that she has been nominated against this particular one seat allotted to Nagaland after fulfillment of all eligibility criteria and on emerging as the successful candidate based on merit. She thenceforth, started preparing to complete all admission formalities but on arriving at the institute where she was to study on 23rd July 2014, to her utter dismay and dejection her seat was already occupied by one Imnatemsu Imchen on the recommendation of the Director of Horticulture, Govt.of Nagaland. This unfounded act of recommending a non-eligible candidate, based on nepotism, sets a bad precedent for the concerned state department and in particular, places the career of a potential student like Miss. Watinaro Imsong at stake. The Director of Horticulture also exceeded all extremes of power-abuse by blatantly bypassing the Directorate of Higher and Technical Education (otherwise the legally entrusted nodal authority) by nominating unfairly a relative to this seat without giving any open invitation for application to interested students for conducting the selection test .
As a result, she and her family is bearing undesired expenses incurred and experienced mental and imotional trauma because of their stay in Himachal Pradesh as they were awaiting for some reasonable solution to the predicament faced rendered by this act of injustice and corruption. That consecutive notifications have been sent to the Director, NEC through the Directorate of Higher and Technical education, but these have yielded no positive result. As of date, the Yaongyimsen Students’ Union is awaiting the delivery of justice for our student member and hopeful of Miss. Watinaro Imsong claiming her prerogative through the appropriate route, without undue delay. We still hope that the competent authority intervene at this juncture and to facilitate her admission through the proper route, so as to correct the situation even for the future aspirants.
