Imphal, March 26 (EMN): Manipur Chief Minister N Biren Singh made it clear that the state government has no intention to confront with any individual or organisation but to resolve all the issues through talks. Biren Singh said this was responding to a query raised by media persons in connection with the ongoing cease work strike of state government employees on the sideline of his regular monthly meeting with public popularly known as ‘Meeyamgi Numit (People’s Day)’ or ‘Hill Leaders’ Day’ on March 26.
The cease work strike of the employees started after the Joint Action Committee(JAC) of All Manipur Trade Union Council (AMTUC) and All Manipur Government Employees Organisation (AMGEO) announced to launch the strike on March 22 demanding implementation of the 7th pay recommendation in the state .
The government would now be compelled to impose ‘dies non’ against all those employees who support the stir, he cautioned and informed that he had already made his earnest appeal to the JAC to resume normal duties from March 26 Monday in the interest of the general public.
A meeting of administrative secretaries and head of departments was held on March 23 in this regard and the government had authorised power to administrative secretaries of hiring competent persons to complete the piled up works of the financial year end if the JAC refuses to heed to his appeal.
The state government requires additional financial expenditure of around INR 1400 crore per year if the 7th pay is implemented in the state which have 98,845 government employees and 45,523 pensioners.
Meanwhile chief minister also announced that his government is all set to launch ‘Khunggangda Chatlo’ (Go to villages) from April to help the farmers in increasing crops production by integrating the government schemes.
The government would adopt a new approach under the new campaign to help the farmers increase crops production by providing relevant schemes in different concerned departments considering the issues of crop failures in the state which not only affects the farmers but the economy of the state.
A large scale crop failure particularly in the rice cultivation sector was reported in the state due to five times flood since cyclone Mora hit the state in May 2017.
Different task forces would be constituted to successfully implement the new campaign, he said. The government is also planning to devise a new system where bureaucrats would be relieved from the file works pertaining to transfer and posting, granting of leave and GPF etc.
The joint secretary level officers would look into such matters while secretaries, commissioners, principal secretaries and additional chief secretaries would be entrusted to concentrate mainly to policy formulation and execution alone, he added.
