State workshop at Administrative Training Institute Kohima discusses capacity building and governance reforms with CBC India officials.

DIMAPUR — A one-day state level workshop on “Institutionalising capacity building: From training to performance linked governance” for Administrative Heads of Departments (AHoDs) and Heads of Departments (HoDs) of 16 departments was held at the Administrative Training Institute (ATI), Kohima, on May 2.
According to an update, the workshop was held in collaboration with the Department of Personnel & Administrative Reforms (P&AR) and the Capacity Building Commission (CBC) of India.
The workshop aimed to bring together departments that are part of the State Training Council and Apex Training Committee and also those which have training institutes and gather structured feedbacks on certain themes like “Unified framework for role-focused & performance linked capacity building,” “Strengthening training institutions, leveraging AI & technology for hyper-personalised learning,” and “Revisiting cadre training in states.”
The feedbacks are to be consolidated as a state recommendation report which will be deliberated upon during National Departmental Summit at LBSNAA, Mussorie, on May 15 and 16, to be chaired by Minister of State (MOS), Ministry of Personnel, Government of India.

The inaugural programme was chaired by Weku Zhiemi, under secretary, P&AR, and the keynote address was delivered by V Shashank Shekhar, additional chief secretary (agriculture) and APC & director general, ATI.
In his address, Shekhar stressed on the need for governance to be practical and citizen-centric, that good governance should be action oriented and solution oriented.
He also quoted that governance is basically about action and not so much about discussion.
A brief presentation on the overview of the state capacity building architecture was presented by Livitoli Sukhalu, deputy secretary, P&AR, who also moderated the discussions that ensued.
Officials from Capacity Building Commission (CBC), Government of India, Ranu Mukherjee, advisor, CBC, and Maibam Warish, state coordinator, CBC (Meghalaya, Manipur and Nagaland), also interacted with the participants.
The programme was also attended by Kaholi, joint director, ATI, along with other officers and staff of the ATI.
