DIMAPUR/KIPHIRE — High-level district stakeholder consultation workshops on Viksit Nagaland 2047 were convened in Zunheboto and Kiphire on Thursday.
Organised under the aegis of the Department of Planning and Transformation, the workshops aimed to formulate a comprehensive roadmap for the state’s development over the next two decades, according to a DIPR report.
The primary objective of the consultations was to capture inclusive, multi-sectoral perspectives to identify systemic gaps and define visionary development targets for the milestone years 2030, 2038, and 2047. The initiative seeks to transition Nagaland into a self-sufficient and sustainably developed state.
Zunheboto: In Zunheboto, the workshop was held at the Deputy Commissioner’s (DC) conference hall.
Delivering the welcome address, DC Zunheboto Dharam Raj provided a strategic overview of the Viksit Nagaland 2047 vision. He stated that an inclusive and participatory approach is non-negotiable for effective planning.
"This session is designed to bridge the gap between grassroots challenges and policy formulation. While we acknowledge existing shortcomings in government infrastructure and policy gaps, our focus is on proposing actionable changes to the government," the DC stated.
He appealed for deep introspection regarding self-sufficiency, advocating decentralisation by empowering district-level administration with enhanced roles and powers.

The programme also highlighted inclusive budgeting, prioritising dedicated fiscal planning for persons with disabilities, women, and youth under 25, besides external intervention by leveraging the expertise of NITI Aayog for structured growth.
The workshop was structured around five thematic State Working Group pillars. District line departments presented key challenges and proposed strategies.
To ensure focused discourse, participants, including heads of departments, civil society organisations, representatives from educational institutions, and church leaders, were divided into specialised working groups.
Technical guidance was provided via a PowerPoint presentation by the visiting NITI Aayog team, featuring sector experts Nyanthung Y Humtsoe, Shweta J Shinde, and Varsha Badikol.
Kiphire: Meanwhile, the consultation in Kiphire was held at the DPDB Hall with participation from government departments, civil society organisations, non-governmental organisations, the private sector, and community groups.
DC Kiphire Temsuwati Longkumer delivered the welcome address and presented an overview of the Viksit Nagaland 2047 vision, highlighting the importance of inclusive and forward-looking planning.
The workshop was moderated by Takatemjen Pongen, Extra Assistant Commissioner (Development), who guided the sessions and discussions throughout the programme. Officials from the Planning department and representatives from the National Institute of Technology, Shillong, were also present and contributed to the consultation.
A sectoral assessment was presented by Heoka Sumi, Sub-Divisional Officer of PHED Kiphire, covering key development areas under five major pillars: economic, social, environmental, infrastructure, and governance.
Participants later divided into thematic groups to discuss key issues such as achievements over the past decade, existing gaps, future priorities, and the needs of remote and marginalised communities.
During the plenary session, each group shared their findings and recommendations. An open forum followed, allowing participants to voice additional suggestions and ideas.
