Urban Outcomes Framework 2022

Kohima Smart City is initiating the process of collection of data pertaining to Kohima City from various departments/ agencies/ organisations, as part of the Urban Outcomes Framework (UOF) 2022. In order to measure the performance of cities across India, Smart City Mission has undertaken initiatives such as the Ease of Living Index (EoLI), Municipal Performance Index (MPI), Climate Smart Cities Assessment Framework (CSCAF) and Data Maturity Assessment Framework (DMAF). In past, data for these frameworks were collected at different times and cycles, thus having issues like overlapping, duplicity and more time and effort being expended in the exercise.

Through the Urban Outcomes Framework 2022, data across 14 sectors viz. Demography, Economy, Education, Energy, Finance, Environment, Governance &ICT, Health, Housing, Mobility, Planning, Safety and Security, Solid Waste Management, Water and Sanitation, covering 442 data points, will be streamlined so that there is an increased focus on data collection and disaggregated data can be analysed and used for ranking by domain experts. Urban Outcomes Framework 2022 aims to democratise data by making it accessible to all urban stakeholders in the Government, academic institutions, citizenry and industry- the ‘quadruple helix’. Following are the various initiatives/ frameworks covered by the UOF 2022:

1. The Ease of Living Index (EoLI) is quantified across three pillars: quality of life, economic ability and sustainability. Another element of this index is Citizen Perception Survey, added to assess the citizens’ outlook on their respective cities.

2. Launched in 2019 by the Ministry, the Municipal Performance Index (MPI) aims to study the accomplishment of municipalities across five different sectors, i.e., Service, Finance, Planning, Technology, and Governance. This index proves in-depth comprehension of the functioning of local bodies and their cooperation with the stakeholders. Urban Local Bodies (ULBs) have been assigned as a crucial bridge between different governing structures and as third-tier governance in cities.

3. Climate Smart Cities Assessment Framework (CSCAF) was launched in February 2019, with the objective to provide a road- map for Indian cities in combating climate change.

4. Data Maturity Assessment Framework (DMAF) concluded its first cycle of assessment in December 2019, this framework aims to encourage cities to strengthen their data ecosystem and facilitate them in assessing their readiness and maturity on data. Kohima was ranked among the top 10 smart cities in the DMAF 2.0

Among the initiatives within UOF 2022, the Ease of Living Index presents itself as an evaluation tool that reflects the ease of living in Indian cities. It seeks to examine the impact of urban development programs and the quality of life and economic and social opportunities available to the citizens. The Index is a composite measure of the processes and outcomes that affect the lives of people. It measures the ease of living across three pillars: Quality of Life, Economic Ability, and Sustainability. The index is further strengthened by a fourth pillar, the Citizen Perception Survey, which aims to obtain and incorporate the views of the citizens regarding the services provided by their city administration. The citizen perception survey carries 30% weightage and will involve interaction/ collection of citizen opinion through various means such as primary surveys, campaigns, social media/ print media notifications, billboards/ hoarding posters, and other innovative ways to create awareness among citizens to actively participate in the perception survey.

The submission dateline for UOF is 15th September 2022. KSCDL appeals for cooperation and active participation from various stakeholder departments and its citizens inorder to put Kohima in a fair ranking.
