Sub:-A vision for reformation in electoral system through out the Country.
Sir,
As a senior citizen of the country, I would like to bring to your honourable notice the following few innovative ideas for a vision to reform the electoral system in the country for favour of your kind scrutiny and consideration for the welfare of the people in general and avoid the proxy,forgery, duplication,malpractices of the voters in particular.
1.Acommon National level of electoral roll should be immediately created by the Central Government with respect to all constituencies,polling stations so that population data for all could be achieved.
2.ABiometric system should be adopted by the Govt/ECI to ascertain the true picture of the voter/voters while going to the polling booth for voting. In this way the present system of EVMs could be done away with and where manipulation could be avoided. The introduction of biometric system having advantage is such that the determination of the exact voters both male and female could be made out when they press the button of the machine.In this we can achieve the desire result like that of our Passport book where thumb impression of a particular person/persons/member which would never be impersonated by other person/persons. Since,most of the people now having Aadhaar Card,this could be used for the biometric system too.
3.A control room should be installed in the State Capital and also in the District Head Qr. With connected with all constituencies indicating the polling stations. Even CCTV camera may also be installed during the polling period at different polling stations. This will ensure clean and free election for voters to exercise their franchise for their selected candidate without any hesitations.
4.Acommon platform is a must to know and determine the ability of the intending candidate about his/her capacities to uphold the manifestos and vision to do for the welfare of the people of his/her constituency.
5.As against the bribery,abetment,forgery,duplication,proxy patterns voters etc. may kindly be made a cognizable offence under the prevalent law of the land such as Cr.PC, IPC or as any ordinance pronounce by the Central Government. The punishment should be for imprisonment of 3 years instead of imposing fine. In this way, corruption, malpractices, proxy ,duplicationetc.could be drastically avoided.
The above cited points will surely give a tremendous impact on the voters and as well as the candidate to exercise their wisdom properly so that all elected members will come under the scanner of the people and I am fully confident that surely the needy people of this country would smile one day in their life. If agreed, let it start from the State of Nagaland as a model. If this is implemented, this will surely transmitted a new things to the whole world.
