System to make govt. employment profiles public
Dimapur, July 18 (EMN): A personal information management system (Pims), a web-enabled personnel management system of the Nagaland state government, will be making basic employment profiles public.
The system is to track and record service details of government employees from the date of their joining the service until their retirement from service.
The government publicity agency, the department of Information and Public Relations (IPR), issued updates to the media on Thursday offering details about the system.
To promote e-governance initiatives and to provide ‘transparency’ in employees’ profiles, the state’s government has decided to make basic Pims data public.
Further, government employees or the public will be able to access 10-select open fields of government employee’s profiles from the website of the Pims of the Personnel and Administrative Reforms department. One can do so by logging in at nglemployeedirectory.in.
Discrepancies in data, if any, must be brought to the notice of the Pims cell of the department.
Further, the IPR explained, an office memorandum from the department informed that the departments, while requisitioning posts to the Nagaland Public Services Commission (NPSC) / departmental recruitment board (DRB), should indicate the name and employee code against each vacancy or enclose a copy of the post-creation order in the case of new posts in the requisition format.
The NPSC/DRB in turn must use the code when making recommendations for appointment to the departments. The departments are directed that all service-related orders issued by any departments such as appointment, transfer and posting, promotion, and retirement orders must reflect the Pims code of the employee. A copy must be “endorsed” to the Pims cell of the P&AR department, the IPR added.
It is observed that many new heads of departments need to get familiarized with the Pims system for better governance and maintenance of the department’s employee, using the system. The Pims cell at each directorate should also be strengthened, the IPR stated.
Further, the nodal officers in- charge of the system should ensure that the employee data are up-to-date in the system, the updates stated.
The IPR reported further that according to an office memorandum 06-06-2016, appointment on contract, ad-hoc, fixed, casual, work-charged basis etc are banned with effect from June 6 2016.
However, many departments are still sending such proposals for registering in the Pims in defiance of the memorandum.
‘It is, therefore reiterated that the Pims cell shall not entertain such appointments for registration,’ the IPR added.
