Status of projects under Kohima Smart City mission

Kohima was selected under the Smart City Mission on September 20, 2016 and subsequently, Kohima Smart City Development Ltd. (KSCDL), formed the Special Purpose Vehicle (SPV) to plan, appraise, approve, release funds, monitor and evaluate the smart city development projects.

The department of Municipal Affairs presented the status of KSCDL projects in its annual administrative report 2019-20.

The project includes ‘Beautification of Kohima town Phase-I’, which consists of widening of road aided by the construction of retaining walls with footstep, drainage and multi-utility duct from NSF Martyr’s Park till Box Cutting, measuring 705m in length at a total estimated cost of INR 10.58 crore, the report stated.

INR 31.21 crore has been allocated for a six-storied multi-parking building at Old Medical Directorate, which will provide parking for 126 cars and 26 shops once the project is completed.


Another multi-level parking at Old NST is currently under construction, at an estimated cost of INR 28.79 crore. The six-story building will comprise of offices, parking for 75 cars along with six bus bays. Construction of parking-cum-community hall at New Market area in Kohima is also another project at an estimated amount of INR 2.04 crore.

Redevelopment of Old Assembly Secretariat Phase-I has been initiated at an estimated cost of INR 4.87 crore. The project will comprise of clearing and development of the site and preparing the site for car parking with the provision of protection and boundary walls.

Under the KSCDL projects, Kohima Municipal Council (KMC) office and Kohima Smart City office were constructed on the top floor of Kohima supermarket complex. The project was completed at a total cost of INR 1.32 crore and inaugurated on December 16, 2019.

KSCDL also envisages constructing a state-of-the-art ‘Capital Cultural Hall’, with an ambitious seating capacity for 2000 people along with other public amenities. “The civil works has been restarted recently and under good progress,” the report stated.

Integrated Command and Control Centre (ICCC)

This project was awarded to Bharat Electronics Limited (BEL) in February 2019 for INR 131.11 crore.

The ICCC will be the nerve centre for all the smart city operations, and all-important and relevant activities related to the smart city will be monitored and controlled from this place. The smart city applications and systems will be accessed and monitored by the Command and Control Centre (CCC). These applications include:

  • Environment/Pollution management system- four intelligent poles
  • E-governance for municipal with online building plan management system, online trade license application and renewal, citizen’s apps etc.
  • City surveillance- 114 smart CCTVs to be deployed all across the city.
  • Smart street lighting- 800 nos. with an asset management system.
  • Intelligent traffic management system- six nos.
  • Smart public transport management system- GPS in public buses, digital billboards, real-time bus monitoring apps for the public, etc.

Kohima Wi-Fi project Phase-I

This project is a collaborative effort between KSCDL and department of Information Technology and Communication. The project aims to provide the backbone IT infrastructure in a phase-wise manner wherein the first phase comprises of establishing 16 Wi-Fi hotspots around Kohima city with 50 access points and two smart kiosks. Symbios Creations Pvt Ltd. successfully implemented the project, with an estimated cost of INR 4.53 crore.  It was launched at the e-Naga summit held at RCEMPA in Jotsoma on November 30, 2019.

The users will be able to access the Wi-Fi by registering, and free-trial will be available for two months with unlimited bandwidth, after which it will be available at a minimal cost. Two interactive kiosks in PHQ junction and Phoolbari junction area was installed, which will help citizens and tourists to access important information about the city and directly reach out to emergency services, it read.
