Statement on election of new NPF president

NOKE Wangnao, the new NPF president elected by G. Kaito group, has issued a statement regarding the party constitutional rights leading to the election of the new NPF president.
1. The suspension orders issue on NPF legislators as well as senior most party functionary of the NPF is an extremely harsh measure that under normal circumstances is not within the power and ambit of the president. However rule 9 of article V of the NPF constitution leaves some room for the president to take disciplinary action against any member. However “ provided that any action taken/performed beyond the powers as defined in this clause shall be referred to the Central Executive Council (CEC) for rectification”. The CEC meeting today instead of ratifying the action of the president has chosen to discard the suspension order and termed the same as illegal. This itself casts constitutional obligation on the president to leave his office immediately owing moral responsibility of his acting beyond powers that too losing the majority will of the party workers and functionaries.
2. The action of president Dr. Shurhozolie inflicting illegal actions thereby virtually trying to split the party is a crisis scenario warranting emergent exercise of powers by the legally competent authority set up by the party constitution to aid the survival of the party. It is under this emergent situation that the CEC Emergency meeting was requisitioned in terms of rule 3 (c) Article IV of the NPF Constitution. And in exercise of the powers conferred under rule 3 (b) (xiii) of article IV of the NPF constitution the CEC addressed the emergent situation by taking disciplinary action against the party president Dr. Shurhozolie by removing him from the post of president and further suspending his party membership. This decision of CEC was simultaneously approved and ratified by the general convention of the party unanimously by a spontaneous resolution.
3. It may be noted that the emergent CEC meeting held today was requisitioned by more than one/third members of the CEC as contemplated under rule 3 © (iii) of article IV of the NPF constitution. The said meeting was held simultaneously with the general convention in the presence of a full house of party functionaries and members along with 22 legislators, two members of Parliament (MPs) and the senior party leaders and office bearers of all the frontal organizations.
4. The post of the president having fallen vacant due to the removal of Dr. Shurhozolie, the CEC had to perform the action of electing a new president in the interest of the party to address the emergent situation and accordingly Noke Wangnao, the seniormost party functionary and a widely respected guardian figure, was unanimously elected by the house thus in practice amounting to approval, ratification of the action of the CEC by the general convention of the party in terms of the constitution.
5. Under the aforesaid circumstances and developments use and occupation of the name, emblem, common seal and official accommodation of the central office of the party by the erstwhile president Dr. Shurhozolie amounts to misuse of the name and legal entity of a registered political party in addition to trespass in its official premises. Any meeting called by any person using the name of the office of the president/secretary general or a secretary or in whatsoever name it is used could only perpetuate the illegalities being done by particular persons misusing the name and banner of the NPF political party.
