DIMAPUR — Member of Nagaland Legislative Assembly (MLA) and chairperson of Bhandari Sub-divisional Planning and Development Board (SDPDB), Achumbemo Kikon, stated that state forces should act within the parameter of established agreement between the states.
He was reacting to the reported setting up of barricades by the police on Assam side during the monthly SDPDB meeting held on September 4 at the Summer House-cum-Guest House in Bhandari town under Wokha district.
Kikon stated that CRPF personnel stationed within the Disturbed Area Belt (DAB) as neutral forces should look after the security of the people without fear, favour or partiality towards any particular state.
He claimed that, notwithstanding established agreement that came into force as early as 1972, the police from Assam side have put up barricades in the presence of some CRPF personnel, stated a DIPR report.
He also urged the border magistrates of Merapani and Uriamghat to oversee what measures should be taken to assert neutrality on both sides of the states' border, further reiterating that barricades put up by the Assam Police should be removed at the earliest as the state forces must act within the parameter of the established agreement.
Registering a strong protest, the house demanded to remove those barricades and to immediately stop frisking on commuters.

During discussion hours, the house recommended for creation of sub-divisional fishery office in the sub-division. It argued that Bhandari sub-division, being a major fish farming pocket and major supply force to Wokha district and beyond, it does not have a Fishery department.
With regard to the ongoing PMGSY road L-025 to Sungha village, the chairman informed that he would convene a meeting with concerned department and contractors to ensure work quality and completion on stipulated time. He also pressed the PWD (R&B) to expedite survey work along the foothill road.
On the issue of revenue collection under Power department in Bhandari, the house emphasised that public should be sensitised on disadvantages of single point metering (SPM) system under communitisation programme since it is deterrent to revenue.
Meanwhile, the junior engineer of Power, Bhandari, highlighted the need to streamline and put systematic billing system in place for the sub-division.
The house also deliberated on installation of a 1.6 MVA power transformer in Merapani on priority basis, which has been a long-felt need of the area.
During the review of works carried out by the departments in the aspirational block of Yanmhon village areas, the CDPO of Bhandari informed that Phoshan months were conducted besides upgrade and construction of Anganwadi centres in selected villages.
The chief medical officer of CHC, Bhandari, informed that generation of health care cards under CMHIS scheme, conducting village health nutrition days on alternate months and beneficiary identification drive by visiting the villages were carried out to deliver healthcare services.
The Agricultural department informed that livestock such as piglets were distributed to the villagers under rain fed area development as part of the aspirational bloc initiative.
Meanwhile, the chairman reiterated that education, health and road sectors remain the main focus for development. In this regard, he urged all the departmental officers to resourcefully utilise the fund allotted to them.
On the same day, Kikon also inaugurated the Government Primary School (GPS) in Mongphio village which was constructed under Samagra Shiksha, Nagaland.
