Dimapur, May 1 (EMN): The districts in the Nagaland are preparing for the rains. Keeping in line with the government's decision to conduct a state-wide cleanliness drive on May 4 as part of “pre-preparedness for monsoon” activities, the deputy commissioner of Kohima, Anoop Khinchi, convened a meeting with government departments in the district on May 1 in Kohima.
Khinchi briefed the officials that the district administration along with officials from “line departments” inspected some areas in and around Kohima town, the IPR stated in its updates on Wednesday.
The officers identified areas that will be a focus on the day of the cleanliness drive. The deputy commissioner informed that a control room would be set up to coordinate with the departments for during the work.
During the work, the deputy commissioner said, emphasis should be given on clearing all drains, culverts and natural waterways to allow free flow of water. He asked his administrative officers to coordinate in their respective circle for proper implementation of the work in their respective area, the IPR stated.
The additional deputy commissioner of Kohima, Lithrongla Tongpi Rutsa, also requested the designated departments to clear “all the garbage” in their assigned locations. She requested the departments to avoid “unnecessary cutting of tree” and instead concentrate on clearing clogged drains.
All the departments that have been assigned specific locations have been requested to arranged vehicles to assist in clearing waste and garbage in their respective area on the day and to transport it to the Kohima Municipal Council garbage site at Dzuruzou, in Kohima, the IPR added.
NSDMA
The Nagaland State Disaster Management Authority (NSDMA) has requested the Nagaland Contractors and Suppliers Union and ‘NPW/Class-I Union,’ according to the IPR, and the departments to provide heavy/medium vehicles. The vehicles are to be used in removing and transporting waste during the mass cleanliness work in the districts.
The district disaster managements and deputy commissioners will be in charge of the overall deployment and coordination of the community work, the IPR stated.
The NSDMA also issued a list of instructions concerning the work on May 4. All out efforts should be made by one and all in taking preventive measures “against man-made disasters,” the IPR stated.
The following instructions are issued for enforcement during the cleanliness work:
• All clogged drains, culverts, and natural waterways are to be identified and cleared to ensure free flow of water. This is to prevent flash floods and damage to infrastructure.
• Encroachment into drains and waterway areas and ‘discharge of terrace waters directly on the road surface’ are to be ‘removed,’ the IPR stated.
• “Undesirable water-logging” are to be drained out.
• “Excess” rubbish dumps on waterways to be cleared.
• Departments are asked to take appropriate preventive measures and to actively participate through the district disaster management agencies.
• The department of Rural Development may mobilize social work in the rural areas through the village development boards.
• For the purpose of overall coordination and logistic expenditures, and amount of INR one lakh shall be sanctioned by the Home department to the district disaster management authorities who will submit APR with a report of the social works in their respective district, within one week’s time.
Kiphire
The deputy Commissioner of Kiphire, M Shayung Phom, has directed all heads of government establishments to clean their respective office premises. The administration has urged the public likewise to make it a priority to clear drains and to collect plastic waste for proper disposal.
Updates from the IPR informed heads of the establishments to take ‘proper attendance’ of staffers on the day of the work and to report it to the authorities ‘positively.’
The administration also asked the offices to nominate three employees from each department to help clear Kiphire town’s ‘dumping site,’ the IPR stated. The nominated persons are to report to the deputy commissioner’s office at 7:00 am on May 4 to avail transportation, the IPR stated.
