DIMAPUR — The Chakhesang Students' Union; Engineering, Procurement, and Construction (EPC) contractor M/S Ratna Infrastructure Projects Pvt. Ltd; and the National Highways and Infrastructure Development Corporation Limited signed a six-point agreement at the Tourist Complex in Pfutsero, Phek district, on Monday.
The agreement follows the 14-day ultimatum served by the Chakhesang Students' Union to the National Highways and Infrastructure Development Corporation Limited on June 2 regarding the delay in the completion of the NH-29 two-lane Kohima-Jessami Road, Package II, which expired on June 16, and corresponds to a reply from the corporation dated June 16.
Under the first point of the agreement, emergency repair and restoration of the road must be completed within 48 hours to make the road motorable.
This work includes the filling of potholes, proper maintenance of drainage, and the clearing of blockages. Non-functional machinery on the site must also be removed. A repair activity report with geo-tagged photographs must be submitted to the students' union, which will conduct a verification after 48 hours.

Secondly, proper maintenance of the road must be ensured throughout the contract period. The contractor will be held fully responsible for any accident, loss, or damage arising due to improper maintenance and will be liable to pay compensation for any such misfortunes reported with evidence.
Thirdly, all required machinery, plant, and materials needed for project execution must be mobilised within 72 hours. Geo-tagged photographs must be submitted to the students' union as proof of deployment.
Fourthly, adequate manpower must be deployed at the project site within 72 hours. A list containing the names of the labourers must be submitted to the union for verification.
Fifthly, the contractor must complete 100 per cent of the physical works on or before September 24, 2026.
Sixthly, the students' union will conduct a joint inspection along with the corporation and the contractor once every 20 days to review progress and site conditions. The next joint inspection is scheduled for July 13.
The agreement specifies that failure to meet any of the demands will render the document null and void. The corporation and the contractor will be held fully responsible for any subsequent action initiated by the students' union due to non-fulfilment of the terms.
