DIMAPUR — The Niuland district administration organised a seminar for village functionaries at the DC’s conference hall on October 13.
Delivering the keynote address, Deputy Commissioner Sara S Jamir stated that the seminar is the initiative of the district administration to strengthen the role and functions of the GBs and village council members at the village level, because they are the chain that links between the public and the district administration.
Asserting that the GBs and village council members are the eyes, ears and hands of the government, the DC called upon the village functionaries to take proper care and efficient functioning at the village level.
EAC Sadar, Vitoka Yeptho, highlighted the functions of the Village Council Act 1978, and emphasised on the role of the VDB, village administration and village court.

The EAC stated that the village council is the government at the grassroots level and reminded them to maintain a written record of all their functions.
Avonuo Kire, SDO (Civil) Niuland, gave the detailed procedures and guidelines of the Permanent Residence Certificate (PRC), Scheduled Tribe (ST) and IIC.
EAC Aghunaqa, Khempa, also presented in detail the consolidated guidelines of the Home Department on the Inner Line Permit (ILP) Act, dated August 14, 2025.
ACP Niuland, Nokwketba Longkumer, gave a briefing on village-level policing initiatives and law and order matters.
BDO Niuland Atoka K Sema briefed on the Village Development Board (VDB) model rules, while JE Kuhuboto (PHED) Longchendi Wati Longchar and Horticulture Inspector Dr. M Jangyukala highlighted ongoing schemes and projects in the district. The programme, chaired by ADC S Athsangla, included an interaction session and question hour.
