Request to Modify Notification Regarding NPSC CESE 2019

Sir, the conduct of CESE 2019 examination is a much awaited exam to be conducted by the Nagaland Public Service Commission. And a notification by the Commission for the same is welcome. I sincerely thank you and all your support staff for the prompt decision just as the conduct of exam was allowed by the government. It shows sincerity and a sense of service by your office for the public.
At the same time, i would like to draw your kind attention on the issue that candidates feel aggrieved. That sir, the notification for the exam is on very short notice. Candidates are left with only 15 days for the exam!!
Such short notice by the Commission puts candidates to much inconvenience and has been a contentious issue and an irritant among aspirants since the past. Candidates require prior information or a clear cut exam calendar. This will give certainty about exams date and at the same time ensure a Just, Fair and an Equal level playing field for all.
Mention may be made that a prior information of atleast 1 month for conduct of exam date has been the demand of candidates since long past. Very recently also the PSAN (An association of civil service aspirants) has strongly advocated for this.
Infact, the need for such an exam calendar has been long felt and attempts made through the PnAR department way back in 2008, refer Annexure-II (Civil Service and Other Services) Recruitment Rules, 2008, when it notified your Office. The same copy has also been made available to your esteemed office again on 5th September 2016, in the wake of a renewed demand from PSAN. We are also thankful that the NPSC has in 2018 acceded to the demand of the aspirants for postponement of Civil Service Mains exam in 2018 by a month time as against 14 days notice.
To reiterate the point once again, candidates cannot prepare on guess work regarding when examinations will be conducted. Precedence and common sense cannot be a justification for examinees to be prepared anytime. There has to be an official guideline, a seal of formality. The premier recruiting agency, the UPSC, has a yearly calendar and expects candidates to prepare for the examination in advance. The Nagaland Public Service Commission also has to come up with a clear cut yearly exam calendar or atleast give prior information of 1 month for conduct of exam and not a short notice like the recent one.
Sir, this exam has been fraught with many back and forth decision all without a definitive timeline for the conduct of the exam leaving candidates in the dark. And finally, when a date was fixed, it was too sudden giving candidates very little time to take the exam. I, therefore request you to modify the recent notification regarding the NPSC CESE 2019 and give us atleast a 1 month time for the exam.
