Pughoboto SDPDB approved the LADP 2026-27 proposal, introduced a best employee award and discussed Census challenges.

DIMAPUR — The monthly meeting of the Pughoboto Sub-Divisional Planning and Development Board (SDPDB) was held on July 2 at the office of the Additional Deputy Commissioner (ADC), Pughoboto, under the chairmanship of MLA Dr. Sukhato A. Sema.
The meeting also marked the first SDPDB session co-chaired by the newly posted ADC and vice-chairman, James T Khulu.
According to a DIPR report, members reviewed and confirmed the minutes of the previous meeting.
Among the major decisions taken, the board unanimously approved the Local Area Development Programme (LADP) proposal for 2026–27, paving the way for the implementation of various development projects in the sub-division.
In a move to promote efficiency, dedication and excellence in public service, the board resolved to institute a Sub-Divisional Best Employee Award. A selection committee comprising representatives from the Sumi Aphuyemi Hoho (SAH), Sumi Aphuyemi Kiphimi Kuqhakulu (SAKK), Sumi Aphuyemi Totimi Hoho (SATH) and Sumi Aphuyemi Kukami Hoho (SAKH) will evaluate nominations, with the SAH president serving as the convener.
Heads of offices have been directed to identify deserving subordinate staff from their respective establishments and submit nominations, along with detailed justifications, to the ADC, Pughoboto, by August 5.
During the meeting, SDO (Civil) Yitachu Thurr informed members that Census operations had commenced across the sub-division but noted that poor internet connectivity caused by power outages had adversely affected activities on the first day.
The board resolved to take up the matter with telecom and internet service providers to ensure adequate power backup and uninterrupted connectivity for the smooth conduct of Census operations and other essential government services.
The deteriorating condition of the Pughoboto–Ghathashi road, following continuous heavy rainfall, was also discussed.
Considering public safety, the board decided to temporarily restrict the movement of heavy vehicles on the affected stretch until further notice. However, light vehicles, including 407 vehicles and those engaged in essential services, will continue to be permitted.
As part of departmental presentations, Functional Manager of the Sub-District Industries Centre (SDIC), Pughoboto, Hekato K Jimo, gave a detailed presentation on the Raising and Accelerating MSME Performance (RAMP) programme and its implementation in Nagaland.
He highlighted the scheme’s objectives, including strengthening MSMEs through improved access to finance, technology, market linkages, entrepreneurship development, quality enhancement and capacity building.
Jimo emphasised that access to institutional finance is crucial for MSMEs to invest in technology, expand production, improve quality and generate employment.
It was observed that despite several government schemes not requiring guarantors, beneficiaries often face loan rejections due to bank-specific risk policies, weak financial records and operational challenges within the local MSME ecosystem.
Appreciating the presentation, the board resolved that the Power department would make the next departmental presentation at the forthcoming SDPDB meeting.
In preparation for the Independence Day 2026 celebrations, the board also decided to convene a coordination meeting of all heads of offices, educational institutions and NGOs on July 15 at 11 am at the ADC office chamber to finalise the programme and related arrangements.
