The belligerent attempts to belittle the wicked nexus between the naturalized Naga citizens who hold the core position of the organisation and the Indian secret intelligent department will not make any difference no matter how tactfully the hidden truth are camouflaged in front of the public. The double standard activities of supporting the peace process on one hand; instigating and propagating anti-thesis on the other side is the sorry state of affairs today.
In the light of the deliberate attempt of the so called ACAUT to sabotage the very foundational principle of the Naga Government on taxation, the political implication that resonate peoples allegiance and contribution and the mischievous collusion with the adversary has become a matter of great urgency to act in unison. Nation can no longer afford to remain silent and allow the fate of the nation to perish at this crucial moment by a few misguided reactionary. It is a clarion call for the Nagas to decide, either to allow the nation to perish or to save it from this treacherous element that comes in the shadow of extending solidarity to the public.
It is very clear right from the beginning that most of the member of this rogue element who founded and popularised it are naturalised Naga citizens and not by blood whose father married a Naga women and found the hospitality of settling and became her citizens. Yet NSCN led by the Collective Leadership in few occasions sit down with them and shared issues that concern the common well being. On this regards, NSCN/GPRN comes up with 17 points “Rules and Guidelines for protection of the general public against illegal tax” dated 16th June 2013 which was widely published in the media. By extending fake appreciation the leaders of this rogue band continued its activities from “Action Committee Against Unabated Taxation (ACAUT) to Against Corruption and Unabated Taxation” (ACAUT) till today.
The frantic campaign and mobilisation to desist the GBs and villagers of Nagaland from paying Household and Ration Tax is evident enough to suggest that, all out efforts to destroy the very essence of legitimising Naga people’s allegiance to the political movement is the ultimate objective of ACAUT which necessitate banning in 2014.
The filling of FIR against a national worker by using the Indian state mechanism shows the outright challenge to the nationalist activities affront to national interest.
NSCN has the sole legitimacy to represent and collect tax because of the following reasons:
1. NSCN being the only people mandated Naga national government after the political sunset of NNC having signed the Shillong Accord in 1975 whose surrendered remnants are still visible at Chedema Peace Camp. Though the 1951 Naga plebiscite was conducted under NNC yet the document of such historic plebiscite is the property of the Naga people. In the same way the political documents achieved by NSCN like the “Unique history and situation of the Nagas” and the “Framework Agreement” shall remain the property of Naga people.
2. It is the only Naga government whereby all the Naga tribes are sufficiently a member.
3. It has jurisdiction control over all the Naga ancestral territory.
4. It is the only Naga government representing the Naga political issue having peace talks with the government of
India.
5. It is the only Naga government that has internationalised the Naga political issue far and wide.
6. NSCN is a recognized entity across the nations. Many sympathizer countries and even India have recognized it. Chief among them is Unrepresented Nations and People’s Organization (UNPO), which has recognized the sovereign right of the Nagas in its general assembly. NSCN is a member of UNPO. It is a parallel organization to the United Nations (UN) Accredited by ‘The Society for Threatened People’ a strong organization in Germany, NSCN leadership was given the privilege to speak in the UN human right meetings for a number of times. Parliamentarians for National Self Determination (PNSD) a London based organization extend their fullest support to the cause of the Nagas in response to the appeal of the Naga people. We have another strong organization called Naga International Support Center based in the Netherlands and its coordination offices in other countries too. NSCN is a member of ‘Geneva Call’ an organization under UN. Kreddha (The International Peace Council for States, Peoples and Minorities), PILPG (Public International Law & Policy Group) both US based organizations under UN. ‘Idasa’ a strong South Africa Human Right organization. KWIA (Support group for indigenous peoples) – Belgium based Human Right organization, AIPP (Asia Indigenous Peoples Pact), Forum for Asia both Bangkok based Human Right organizations, Other Media – Delhi based Human Right organization. All these organizations among many others are strong supporters for the Naga cause.
7. GPRN under the umbrella of NSCN is in control of all Naga territories and running government effectively covering 27 regions. NJB (National Judiciary Board) has been looking after judicial matters for dispensing justice on the basis of Naga customary laws.
8. Naga Army under the banner of NSCN confronted the enemies in the east, in the west, in the south and north with
conviction and faith. Many patriots were martyred in the line of duty while defending the future of the Nagas.
9. Jimmy Carter the former President of United States of America was graceful enough to appreciate the presentation of NSCN on Naga issue that he personally wrote a letter on 18th June 2005 to the Prime Minister of India Mr. Narasimha Rao and to NSCN for early and peaceful settlement of the Indo-Naga conflict.
10. On 11 July 2002 the Unique history and situation of the Nagas were recognised by the government of India
11. On 3rd August 2015, the Framework Agreement was signed with the government of India. This signed document becomes the basis of finding permanent solution to the Indo-Naga political conflict.
The oft quoted statement that no Nationalist organisation has the public mandate is a wrong notion because on 20-
21 January, 2005, the 4th Naga People’s Consultative meeting held at CHQ, Hebron mandated NSCN to represent the interest of Naga people’s political case at the negotiating table with India. The signed mandate was appended by every Naga tribe’s representatives including the Church leaders, Hohos and GBs.
Paying tax to NSCN is in itself a political demonstration of indicating that Naga people pay tax to Naga government and not the occupying force. Now if the representation and sacrifices of NSCN on behalf of the Nagas is not worthy enough to pay tax then let ACAUT respond as to whom it suggest the Naga public shall pay to. Time and again NSCN has been reminding the other groups to come and join the peace process which is in its concluding stage so that the final decision could be worked out together and the voice of “one government one tax” shall also be achieved. NSCN will continue to do what is best for the Naga people because time will not wait the Nagas and “one government one tax” will not simply fall from the sky.
NSCN is indebted to the Naga people because without her active participation and unwavering support the supreme
sacrifices made by the National workers of the past and present will go in vain. Therefore, it is the urgent appeal to all the Nagas at home and abroad to remain firm to the cause that is dear to all of us. The moment of triumph and jubilation is too near to be impatient. It’s time for the Naga people to prepare for the final landing.
