Dimapur, May 29 (EMN): Judge of Gauhati High Court, Kohima Bench, and executive chairman of Nagaland State Legal Services Authority (NSLSA), Justice Songkhupchung Serto, called upon parents to ensure their children avail free and compulsory education.
Addressing the public of Noklak district at White Hall in Noklak village after laying the foundation stone for a district court complex on May 28, Justice Serto reminded that food, clothing and shelter were considered basic necessities of humans in the past. However, on realising that a person cannot live without the right to dignity over the years, he stated that the 'A' was added to Article 21 for introduction of Right to Education Act to provide free and compulsory education to children, an update from NSLSA stated.
Mentioning that the government has provided every person with different rights and entitlement, Serto asked villagers to know their rights and pluck the fruit of the schemes.
The programme was organised by NSLSA, where an awareness programme on four priority schemes namely Social Welfare schemes, Health schemes, Right to Education and National Food Security Act, was conducted.
Also speaking on the occasion, the Noklak superintendent of police, Dr. Pritpal Kaur, stated that law was part of the criminal justice system. She stated that bringing a court would be beneficial for people of Noklak as it would make the justice delivery system easier especially for victims and accused.
Justice Kakheto Sema, additional judge of Gauhati High Court, Kohima Bench, opined that the legal services and court were inseparable wings in the justice delivery system for the people. The Justice pointed out that with the laying of foundation stone, Noklak district had also come in the map of the judicial headquarters where a court and legal services would come into form.
Nino Iralu, secretary of Judicial Law and Justice Department, described the role of para-legal volunteers (PLV) as harbingers of justice especially in rural areas where many people are unable to access or receive legal rights. Iralu stated that PLV are instrumental in helping and assisting people in availing benefits. She mentioned that PLV in Nagaland have created examples by receiving best PLV awards for their yeomen and sincere services rendered at the grassroots.
Awareness on ‘Social Welfare Scheme’ was presented by advocate S Pusham, while advocate B Langshen spoke on ‘National Food Security Act,’ advocate Themshao Khiamniungan spoke on ‘Health Schemes’ and Cheliam Khiamniungan spoke on ‘Right to Education.’
