Minister Kamlesh Paswan updates Lok Sabha on NSAP beneficiaries in Nagaland, reporting 45,941 under the Indira Gandhi National Old Age Pension Scheme for 2024-25.

KOHIMA — In the state of Nagaland there are 45,941 beneficiaries under the Indira Gandhi National Old Age Pension Scheme (IGNOAPS), 3,827 beneficiaries under the Indira Gandhi National Widow Pension Scheme (IGNWPS) and 1,011 beneficiaries under the Indira Gandhi National Disability Pension Scheme (IGNDPS) through National Social Assistance Programme (NSAP) during 2024-25.
This was updated by the Minister of State in the Ministry of Rural Development, Kamlesh Paswan, during the Lok Sabha session on February 10.
The minister replied that NSAP caters to 3.09 crore Below Poverty Line (BPL) beneficiaries through different schemes under National Social Assistance Programme.
He stated that as per NSAP guidelines, the responsibility of implementation of NSAP schemes, identification and verification of beneficiaries, disbursal of pension to beneficiaries, stoppage of pension, and annual verification of beneficiaries lies in the hands of states and UTs.

As per the data, in Nagaland, during 2021-2022, there were 44,530 IGNOAPS beneficiaries, 37,280 IGNWPS beneficiaries, 960 IGNDPS beneficiaries, 535 National Family Benefit Scheme (NFBS) beneficiaries and 2,600 Annapurna scheme beneficiaries. During 2022-2025, the IGNOAPS beneficiaries increased to 45,941, IGNWPS beneficiaries increased to 3,827, and IGNDPS beneficiaries increased to 1,011, while the number of beneficiaries for the NFBS and Annapurna scheme remains the same.
The minister replied that as per the information available on the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) Portal, since FY 2020–21, a total of 2,249 grievances (including 111 carried forward from the previous financial year) were received, out of which 2,178 have been disposed of as on January 31, 2026.
He also stated that under NSAP, the old-aged, widows, and divyangjans belonging to BPL and fulfilling the eligibility criteria prescribed in the NSAP guidelines are provided financial assistance, in the form of a pension, ranging from INR 200 to INR 500 per month, and in the case of the death of the breadwinner, a sum of INR 20,000 is given to the bereaved family.
He stated that the central assistance is released to states on receipt of complete proposals for release of funds. Further, he informed that pension amounts are disbursed directly to beneficiaries by the concerned states and UTs.
He said that a web-based pension payment portal – NSAP-PPS (Pension Payment System) – has been operationalised as an end-to-end digital tool for Direct Benefit Transfer (DBT) mode disbursal of pension through PFMS, and that more than 90% of pension disbursal under NSAP is through DBT mode.
He cited that at present, approximately 91% of beneficiaries have their Aadhaar numbers seeded in the NSAP-PPS portal. He also claimed that under NSAP, grievances related to pensions are addressed through the CPGRAMS portal with electronic tracking and time-bound resolution by the concerned authorities to ensure timely redressal.
The NSAP guidelines state for convergence of various anti-poverty programmes with NSAP so that, besides pension support, eligible beneficiaries may also get access to health, food security and other social assistance measures, he added.
