Opinion of Nagaland GB (Village Chief) Federation on Naga Peace Process as Submitted to PM

Hon’ble Sir,
Greetings to you from the Nagaland GB Federation. At the very_ outset, we express our deep gratitude to your inspiring leadership for exhibiting courage and commitment towards finding an honourable and final Solution on the Indo-Naga political issue.

We appreciate both the Government of India and NSCN (IM) for the historic move pertaining to Indo-Naga political issue i.e. 3’d August 2015 Framework and diligently working in bringing a permanent peace.

That sir, as a custodian of Naga Customary law, usage and practices of Naga traditions and a frontline mediator and facilitator in the long drawn political conflict, it is our ardent desire to have a permanent solution base on lasting peace for our people. Therefore Nagaland GB Federation constituting all the tribes in the state of Nagaland would like to draw your kind attention by laying down some pertinent Indo- Naga issues which must be implemented practically and honestly for comprehensive permanent peace solution

1. Nagaland GB Federation understands that the Indo-Naga issue is based on Naga Sovereignty and integration. Therefore Government of India should be very clear and direct to this approach.

2. Hon’ble Prime Minister of India, we are reminded of your official statement wherein your esteem self stated that the Naga issue is a legacy of colonial powers which implies that it is of political in nature and peoples movement. Therefore Naga Villages must be taken into confidence and Government of India should seek the opinion of all apex tribal bodies and all apex civil society.

3. We are also skeptical of Framework of 3rd August 2015 pertaining to geographical demarcation. We fear that there will be a serious political and social ramification which will not be in the interest of public and Government of India. Therefore we request the Government of India to be very practical and sincere concerning this issue.

4. Nagaland GB Federation acknowledged the formation of Working Groups (WG) by six armed political groups namely : i) GPRN/NSCN. ii) NSCN (Reformation). iii) NNC (Parent Body). iv) NNC/FGN. v) NNC/GDRN. and vi) NNC/NPGN.

This unity move of armed political groups is unprecedented and welcome by the people of Nagaland. The Nagaland GB Federation acknowledge that the working Group has thoroughly deliberated with all apex tribal bodies and apex civil societies in Nagaland on present socio-political condition confronting the Nagas. In this scenario, we want to request the Government of India to initiate and officially invite the Working Groups for preliminary round of dialogue at the earliest.

5. The Nagaland GB Federation also wishes to convey that Government of India should not ignore the NSCN (K) and conclude the final solution. As it is a part or Naga armed political group. Ignorance of NSCN (K) will give birth to a new conflict which will worsen the Naga political Situation. Therefore we seek the government of India to revive the ceasefire with NSCN (K) and take on board for final and permanent solution.

6. On the basis of ground reality and Naga Revolutionary History, The Nagaland GB Federation earnestly appeal to the Government of India to take on board the above mention stakeholders at the earliest for Indo-Naga final solution.
