The Nagaland Public Service Commission (NPSC) on Tuesday issued a statement “to clarify the facts and circumstances” that compelled the Commission to call off the Combined Technical Examination (CTE) for Civil Engineering degree (paper II).
According to the NPSC statement, each question booklets arrive sealed “in serial wise” which, again, are packed in cartons. “While opening the cartons, unfortunately packet No. 222 containing question booklet Sl. No. 600151-600200 was found to be damaged, most likely due to casual handling during transportation.”
On detection of the partial damage, the Controller of Examination notified the students/candidates and asked them to verify the same. “The candidates after verifying the damaged packet found that all the 50 booklets with seal were intact,” the NPSC stated.
However, to avoid any “confusion and allegations of unfairness”, the candidates through a written representation requested the Commission for “re-examination”, the statement informed. Accordingly the Commission accepted the request and canceled the examination “in order to maintain complete transparency and fairness.”
The NPSC informed that the Commission examined the damaged packet No.222 again on Tuesday. And on finding that the seal on all question booklets from Sl. No. 600151-600200 were intact, the Commission came to the conclusion that the packet was “not tampered with in any manner nor any malpractice could be detected,” it informed.
“Further, as the record available with the Commission none of the candidates including UCEAN has alleged of any tampering or leakage of question paper,” it stated. The NPSC informed that the examination for the Combined Technical Examination (CTE) for Civil Engineering degree (paper II) has been rescheduled to be held on July 21 next at 9 am.
