No total bifurcation of higher secondary: govt

Dimapur, May 6 (EMN): The department of School Education has issued a notification stating recommendations of the High Power Committee on the demand for total bifurcation of Higher Secondary School from Elementary and Secondary School under the School Education department. The principal secretary to the Government, FP Solo, issued the notification on Saturday as “notified for implementation.” The notice stated that total bifurcation of Higher Secondary School from Elementary and Secondary School under the School Education department shall not be made. “However, HMs and AHMs in composite GHSS shall be re-deployed by way of transfer and cessation of posting in composite schools in a phase-wise manner,” the government stated. Further, primary teachers under the School Education department shall be included in the Department's Service Rules, and that 30% of the total vacancy of graduate teacher posts shall be reserved for promotion from amongst qualified primary teachers out of the total vacancy in a calendar year. The existing Deputy District Education Officers (DDEOs) shall be re-designated and re-deployed under various capacities and functions as deemed necessary and that with the right sizing function from the Directorate level. The existing 11 Assistant Director and 26 Sub-Divisional Education Officer (SDEO) posts shall be upgraded to the rank of Deputy Director. The SDEO shall be in the level of Deputy Director, the notice stated. Further, Limited Departmental Examination for appointment to Nagaland State School Education Service to be conducted by the NPSC shall be introduced. Out of the total vacancies of JEO/AHM posts, 40% (forty per cent) shall be filled up through this examination and 60 % (sixty per cent) through promotion from amongst the senior Graduate Teachers. Primary Teachers (P/T) who are Graduates with B.Ed., Graduate Teachers (G/T) with B.Ed. and Post Graduate Teachers (PGT) with B.Ed. shall be eligible for the proposed examination, provided that, they have completed five years of service. The total length of minimum qualifying years shall be reduced from 42 years to 29 years for Secondary Teachers (Graduate Teachers) and from the existing 34 years to 29 years for Higher Secondary Teachers ( Post Graduate Teachers ) for promotion to the level of director. 11 SDEO posts shall be created for those 11 (Eleven) Addl. Deputy Commissioner (ADC) Head Quarters where there no SDEOs. The supporting staff for the establishment of these SDEOs shall be brought in through re-deployment of Junior Education Officers (JE0s), Area Education Officers (AEOs) and rationalization of the Ministerial staffs in the District. Further, graduate teacher posts falling vacant during the freezing period shall be converted into Maths and Science Graduate Teacher posts to meet the shortage of mathematics and science teachers in the state. All vacant posts of graduate teacher (G/T) after the complete conversion to mathematics and science post shall be recruited through Departmental Recruitment Board. 10. Another round of rationalization shall be carried out. Government high schools with “nil results” for three consecutive years shall be downgraded, the notice stated. The department of School Education added that it shall “initiate immediate necessary action to complete the necessary formalities for implementing the decision of the Cabinet within six months from the date of issue of this notification. Show-cause notice issued to NGHSSEA for de-recognition The department of School Education has issued a Show-Cause Notice to the Nagaland Government Higher Secondary School Employee Association (NGHSSEA) in response to what it stated was “receipt of the ultimatum submitted by your association” in which the action of the government was “been undermined with regard to rationalization of DDOs under the department.” A copy of the Show-Cause Notice was received here on Saturday, appended by the principal secretary to the Government of Nagaland, FP Solo. “The delegation of DDO power to an office or an establishment is the prerogative of the government, and therefore, your actions and press releases regarding the same is viewed very seriously since it is against the laid down rules of the Nagaland Government Servants Conduct Rules, 1968,” the notice stated. “It is also brought to your notice that, this decision to withdraw DDO powers was taken as per ‘the Nagaland Rules of Executive Business’ 2016 Part-I. You have also undermined your colleagues, the DEOs, as per the press release, thereby prejudicing the interests of the department in particular and the state government in general.” The notice explained that the state government “recognised your association” with a condition that the affairs “are not considered to be in violation of the Nagaland Government Servants Conduct Rules, 1968.” In this regard, the notice stated, the department proposes to “de-recognize your association” according to a notification of the P&AR department. “In addition to the above you have violated the Nagaland Government Servants Conduct Rules, 1968, Para 25, 1, 2 & 3 (ii),” the notice stated. ‘You are, therefore, hereby asked to explain as to why disciplinary action should not be initiated against you and also explain as to why your association should not be de-recognized. Your reply should reach this office within 7 (seven) days,’ it added.
