NLA passes two bills, tables annual reports, service rules

During the ongoing fifth session, the Nagaland Legislative Assembly (NLA) passed two bills, tabled annual reports, and service rules for the departments on Monday.

Chief Minister of Nagaland Neiphiu Rio had on the first day of the session introduced “The Nagaland Goods and Services Tax (Amendment) Bill 2019” and the minister for Agriculture and Cooperation introduced “The Nagaland Agricultural Produce and Livestock marketing (promotion and facilitation) bill 2020.”

With no amendments received with regard to the two bills, the speaker on Monday put to the floor of the house the matter for clarification and formalities. Then, it was passed by voice vote.

However, the “North East Christian University (First amendment) bill 2020” that was introduced the previous Friday by the minister for Higher and Technical Education and Tribal Affairs was deferred for further clarification with standing orders that prohibit opening educational institutions with religious names.

Annual reports
The chief minister tabled the annual administrative reports for 2019-2020 for the departments of Fisheries and Aquatic Resources, Tourism, Women Resource Development and Sericulture.

The minister for Planning and Co-ordination, Land Revenue, Parliamentary Affairs tabled the annual administrative report for 2019-2020 for the department of Land Revenue; the minister for Health and Family Welfare tabled it for the department of Health & Family Welfare.

The report of the department of Land Resources was tabled by the minister for Transport, Civil Aviation and Railways, Land Resources, while the minister for Rural Development tabled it for the department of Urban Development.

Service rules
The “Horticulture Service Rules 2019,” “Nagaland Electricity Regulatory Commission (Multi Year Tariff) Regulations 2016,” and the “Nagaland Electricity Regulatory Commission Regulations 2019” was tabled by the chief minister.

The minister for Planning and Co-ordination, Land Revenue and Parliamentary Affairs tabled the “Nagaland Planning Machinery Service Rules, 2019” while the minister for Higher and Technical Education and Tribal Affairs tabled the “Tribal Affairs Department Service Rules, 2020.”
