NGHSSEA shocked by the NSEAOA Rejoinder

The NGHSSEA is constrained to issue this press release in the interest of the general public and to safeguard the smooth educational process under the department of school education in the light of the Nagaland School Administrative Officers Association (NSEAOA)rejoinder to NGHSSEA which appeared in the local daily newspaper on 25th October 2015.
To put the record straight the NGHSSEA is in favour of proper streamlining of the school Education Department between the three main stake holders of the department- Primary Teachers, Graduate Teachers and Post Graduate Teachers. The government can make proper study and initiate bifurcation of the department to bring efficiency and better management of government schools. However, the NGHSSEA strongly feels that government should reconsider the contemplated notification to create two independent heads in 41 GHSS in Nagaland- Principal as head of class 11 & 12 and Headmaster as the head of classes up to 10th standard in the same school. It is the stand of NGHSSEA that two independent heads under one and the same School would be disastrous for educational process as two separate parallel schedule of school morning assembly, daily academic activities, exams, sports and management of limited ministerial staff would create conflict between the two heads.
Even when the Directorate of school education itself function with one head of the department, where is the logic of creating two parallel independent heads under one GHSS which is a small government establishment comes from. It will result in total chaos in the conduct of academic activities. Taking into consideration the academic career of students NGHSSEA requested the government to first make proper study of the implementation aspect at school level before issuing such contemplated notification. The NGHSSEA strongly feels that educational process and the academic career of students should never be compromised while trying to pacify certain situation.
The NGHSSEA is shocked at the statement of the NSEAOA which is supposed to be matured and unbiased organisation, but have instead issued divisive and exclusive statement, propagating and advocating creation of two administrative heads under one School. Whereas in the real sense as a Nagaland School Education Administrative Officers Association we expect such matured association which is composed of all the high ranking officials in the Department to be upholding the interest of Students, Primary Teachers, Graduate Teachers, Post Graduate Teachers, Ministerial staff in all the Schools, Officers and staff from all the Inspectorate Offices from all the districts and all the Establishment staff and Officers working at the Directorate of School Education.
To quote NSEAOA statement “… as far as the site compound and infrastructures ( 41 GHSS) are concerned everything belong to GHS some few rooms extension for them …..” the NGHSSEA wonder whether there is school within GHSS. There are different types of government schools in Nagaland- primary, middle, high school and higher secondary school. NGHSSEA is deeply perturbed at the intention of the NSEAOA to divide the government schools. The Association feels that much cannot be expected from such sectarian officer. All responsible officers should make effort to take the department forward at par with the rest of the states. Nagaland is a resource scare state as such, we must all work to strengthen our education system to provide compatible quality education to the upcoming generations.
NGHSSEA feels that it should be made known to the Government that NSEAOA does not include other Administrative officers such as Higher secondary officers, Officers from Planning Section, Officers from Language section, and Ex-cadres Officers working under the same School Education department.
Further, NSEAOA should stop issuing warning to NGHSSEA, for such warning cannot silence an association which is comprise of Teachers. NGHSSEA feel that, as the only recognised registered service association in the department of school education, it is our responsibility to contribute our idea in matter of policies which directly affects the students. NSEAOA nomenclature is misleading as it is not inclusive of all the officers of school education department. It is the sincere opinion of the NGHSSEA that NSEAOA makes proper verification of the work load and syllabus standard of the higher secondary section and stop making unnecessary statement in the public domain which is unbecoming of the so called ‘educators’ and ‘teachers’.
On the issue of school education department, NGHSSEA feels that we need to move ahead along with the rest of the country. The New National Education Policy is expected by this year end. NGHSSEA strongly feels that government may consider streamlining the education department keeping in mind the three section i.e, Primary Teachers comprising of about 60% of the total strength, Graduate Teachers and Post Graduate teachers. The conflict between these three sections can harm the education process. The department may also consider setting up a “High Power Committee” to consider total bifurcation of these three sections with the existing man power and infrastructure in a time-bound approach.
