NCS probationers on personality development tour

Dimapur, Sep. 18 (EMN): The twelve NCS probationers of 2015 batch started their ‘Bharat Darshan’ on the Sep. 6 led by their Course Coordinator, Dr. Hovithal Sothu. From Sep. 8 and 9th, the team visited Himachal Institute of Public Administration, Shimla, where the probationers were given classes on good practices. The topics included opportunities and challenges in administration of Himachal Pradesh vis-a-vis Nagaland and best practices in organic farming in Himachal Pradesh by SN J oshi, IAS; best practices in providing citizen centric services in Himachal Pradesh by Additional Chief Secretary (Training), Himachal Pradesh, Arvind Mehta; best practices in power, revenue, finance and health sectors in Himachal Pradesh. In addition, natures walk to Shimla Water Catchment area and field visit to important places in Shimla. The Director of HIPA also addressed the probationers. From Sep. 11 to 15th, the officer trainees attended a programme on personality development at the Institute of Secretariat Training and Management (ISTM), New Delhi. The topics included interpersonal skills, emotional intelligence, self development and personality development, conflict management, leadership skills and stress management. The resource persons for the programme were Rajesh Course Director, K Agrawal, Praveen Prakesh Ambashta, K.H. Sivaramakrishnan, Agam Aggarwal, Sanjay Kumar Sharma, Smita Gupta and Brig. Sekhar Visvaathan. The probationers also had a field visits to South Delhi Municipal office, where they interacted on the working system of the municipalities in the metros with the engineers, medical officers and education specialists from South Delhi Municipal Authority. The team also visited Saket District Court, Delhi where state of the art facilities in modern day judiciary along with video conferencing facilities used to reduce cost and security arrangements of accused to be taken to the court, special arrangements for the minors and one sided glass arrangements for the victims under threat were highlighted. The officers were briefed by the additional chief magistrate of Saket District Court. The officers were also taken to visit the parliament houses, the Lok Sabha, Rajya Sabha and the Central Hall. A senior officer of the Speaker’s Secretariat addressed the trainee officers. A guided tour was organised by the ISTM. The valedictory function was held on Sep. 15 with Joint Director ISTM, New Delhi, Vadali Rambabu as the guest of honour. Words of gratitude were expressed to the ISTM by Dr. Hovithal Sothu, while participatory certificates were given away by the guest of honour along with Kevekha Kevin Zehol, NCS, Additional Director (Admn.). Zehol also thanked the ISTM and also placed on record the valuable contribution of ISTM, Delhi to ATI, Kohima in the form of deputing resource persons for various trainings in ATI, Kohima, and for the support extended during the visit of the 2015 batch of the NCS to the ISTM, New Delhi. The next leg of their learning tour is in Administrative Training Institute, Mysore and Kerala Institute of Local Administration (KILA), Thrissur on project planning, preparation and monitoring and local self government respectively.
