NCPCR issues advisory on bore and drilled wells
MOKOKCHUNG — The National Commission for Protection of Child Rights (NCPCR), Government of India, has issued guidelines regarding construction and abandonment of bore wells/ tube wells in all parts of the country in view of preventing small children falling into abandoned bore wells etc.
The advisory was issued following the guidelines issued by the Supreme Court of India regarding the construction and abandonment of bore wells/ tube wells.
The guidelines informed that owner of the land/ premises, before taking any steps for constructing bore well/ tube well, must inform in writing at least 15 days in advance to the concerned authority. It added that registration of all the drilling agencies, government/ semi government/ private etc., should be mandatory with the district administration.
It has directed to erect barbed wire fencing or any other suitable barrier around the well during construction. In case of pump repair, the tube well should not be left uncovered. It added that abandoned bore wells must be filled up from bottom to ground level by clay, sand, boulder etc.
The district magistrate are asked to issue order regarding the punishment for violation under Criminal Code of Procedure, 1973.
