DIMAPUR — The Department of Treasuries & Accounts has launched a new e-Pay bill system, marking an important step forward in the state’s move towards more efficient and transparent financial management.


Developed entirely in-house and hosted at the State Data Centre, the new system builds on the earlier e-Pay application and offers faster bill preparation, smoother processing and better coordination with other Treasury applications, a DIPR report stated.


The system is integrated with TreasuryNet, eNPS and the Grade IV e-GPF system, helping to reduce manual work and minimise clerical errors in areas such as salary bills, deductions and GPF contributions.


“The system has been designed to be more user-friendly, with quicker selection of employees for bill preparation and automatic generation of challans for various deductions such as professional tax, GPF and house tax.


“Budget details and certain deduction data are now drawn directly from TreasuryNet, helping to streamline the work of drawing and disbursing officers,” it stated.

Launching the application at the directorate office, Finance Commissioner Kesonyu Yhome congratulated the officers and the IT team for developing the system within the department.


He described the launching as a proud moment for the state and noted that creating an in-house solution gives greater ownership and satisfaction, while also providing a strong foundation for further strengthening and consolidating the state’s financial systems.


The idea to develop the new e-Pay bill system was first mooted by Chief Secretary Sentiyanger Imchen, when he was the then Finance Commissioner.


It took the department around six months to develop the application, followed by about two months of testing and trial runs. Vechiso Chakhesang, Additional Director, made a brief presentation before the formal launch of the application.


The new e-Pay bill system is expected to make bill preparation and payment more efficient, accurate and reliable for all stakeholders across the state, the report added.
