Nagaland introduces a simplified registration process for healthcare practitioners, allowing those registered with other State or UT councils to practise in the State without an NOC.
DIMAPUR — The Department of Health & Family Welfare has notified a simplified registration mechanism for medical, dental, AYUSH, pharmacy, nursing and allied healthcare practitioners seeking to practise in Nagaland.
The Nagaland Simplification of Healthcare Practitioners Registration Notification, 2026 seeks to simplify the registration and enrolment process with the respective state councils, promote ease of doing business and facilitate the mobility of qualified healthcare professionals within the state.
Under the notification, persons possessing recognised qualifications in the specified healthcare fields and holding valid registration with any state or union territory council in India may practise in Nagaland, subject to enrolment with the respective state council.
The new mechanism dispenses with the requirement of obtaining a no-objection certificate (NOC) from the council where the practitioner is currently registered.
Applicants will be required to submit copies of their recognised qualification, proof of valid registration with the parent state or UT council and a prescribed self-declaration to the concerned council in Nagaland.

Applications may be submitted through the respective council’s dedicated online portal or offline where the portal is not operational.
The concerned council is required to issue a registration number within seven working days of receiving the application. Practitioners may commence practice in Nagaland upon being granted the registration number, subject to applicable laws, regulations and other regulatory requirements.
The notification provides for subsequent verification of the applicant’s qualifications and registration particulars. The respective councils will independently verify the credentials with the parent state or UT council, with the responsibility for obtaining the necessary verification documents resting with the councils.
The verification is to be completed within 30 days of the grant of the registration number. Until verification is completed, the registration will remain provisional.
If verification reveals that the qualification or registration is not genuine, has been suspended or cancelled, or is otherwise invalid, the concerned council may cancel the registration by a written order after giving the practitioner a reasonable opportunity to be heard.
The notification further states that submission of a false, misleading or fabricated self-declaration may invite disciplinary action by the parent council and/or the concerned Nagaland council under applicable laws, rules, regulations and professional codes.
Such conduct may also attract prosecution under the Bharatiya Nyaya Sanhita, 2023, and other applicable laws.
The simplified mechanism does not exempt practitioners from the professional and legal obligations governing their respective fields.
Practitioners registered under the new procedure will continue to be subject to the relevant council acts, rules and regulations, professional ethics, disciplinary procedures and other laws in force.
