Nagaland ranks 26th in tourism performance framework, with domestic visits rising and foreign tourist arrivals declining in 2025
DIMAPUR — Nagaland has been placed 26th among states and Union territories in the Tourism Ministry’s State Tourism Performance Framework (STPF), even as the state recorded a marginal rise in domestic tourist visits and a decline in foreign tourist visits in 2025.
The India Tourism Statistics 2026 report—released by the Union ministry on September 27—gave Nagaland a score of 4.787 out of 10 in the STPF, which assesses tourism performance across areas including infrastructure, accessibility, governance, safety, services, sustainability, inclusiveness and visitor readiness.
In relation to the north-eastern states, Nagaland’s position was below Assam (22nd), Meghalaya (23rd), Mizoram (24th) and Tripura (25th) in the framework. Manipur was placed 30th, while Arunachal Pradesh ranked 34th.
The report, however, does not provide a domain-wise score for Nagaland in the state’s entry, making it difficult to determine which specific areas contributed to its overall score of 4.787.

Separately, the report’s state-wise tourism data showed that Nagaland recorded 1,27,428 domestic tourist visits in 2025, up 1.52% from 1,25,516 in 2024.
Foreign tourist visits, meanwhile, fell by 3.52% during the same period: from 5,623 in 2024 to 5,425 in 2025.
The domestic figures represented a gain of 1,912 visits, while foreign visits declined by 198. Taken together, domestic and foreign tourist visits increased from 1,31,139 in 2024 to 1,32,853 in 2025—a net rise of 1,714 visits.
Nagaland accounted for a rounded 0.00% of India’s domestic tourist visits in 2025 and 0.02% of foreign tourist visits, according to the report. The 0.00% figure reflects rounding and does not mean the state recorded no domestic tourists.
The STPF is described in the Union ministry’s report as an evidence-based framework intended to provide a comparable assessment of tourism performance across states and UTs. It covers 12 domains and 27 quantifiable indicators, with the assessment based on administrative data.
The framework examines aspects including connectivity, leisure and cultural resources, institutional capacity, health and hygiene, inclusive tourism, economic sustainability, tourist services, safety and security, governance and tourism infrastructure.
The report states that the framework is intended to help states identify strengths and gaps, set priorities, guide investment decisions and strengthen tourism governance and data systems.
Among the north-eastern states, Assam scored 4.916, Meghalaya 4.907, Mizoram 4.812, Tripura 4.798, Nagaland 4.787, Manipur 4.436 and Arunachal Pradesh 4.148.
According to the ministry, the framework is intended to help states and UTs identify strengths and gaps, guide investment and priority-setting, and strengthen tourism governance and data systems.
The India Tourism Data Compendium 2026 is the 67th annual edition of the Ministry of Tourism's publication and draws on data from agencies including the Bureau of Immigration, UN Tourism, the Archaeological Survey of India, state and UT administrations and the Reserve Bank of India.
