Nagaland NET Qualified Forum Appeal Chief Secretary

Sir,
With all due respect, we, the Nagaland NET Qualified Forum (NNQF), would like to bring to your kind attention the issue of delay in the advertisement of the Common Educational Service Examination, 2019. Mention may be made that the NPSC had advertised 63 posts of Assistant Professor out of the 110 posts vide advertisement NO. NPSC-3/2019 dated 13th November 2019. However, the same has been put on hold by the NPSC since November through notification NO.NPSC/ADVT/NON-TECH/8/2018, dated 21st November 2019, for want of necessary changes and direction thereof from the government as regards the implementation of 4% reservation for the PwD’s as mandated by the Supreme court. While the government has, through notification No.AR-3/GEN-255/2012 dated Kohima the 5th of August, 2019, constituted a Review Committee on Job Reservation Policy to examine the present percentage of job reservation within 2 months. However, the committee has not submitted its report even after the lapse of 7 months. It is even more disheartening to learn that the Committee has not successfully convened for a single sitting. In the meantime, it has also been dissolved and a new Committee is being set up.

A report of the committee is crucial to the conduct of the exam and its non-closure has been the reason why the NPSC could not resume the conduct of the exam. Any further delay by the committee and issuance of new notification by the NPSC will mean that many candidates will be overaged for the reason that has been the fault of the government. This is gross injustice, sir.

Further, we would also like to point out that the Office Memorandum No. CAB 2/2013, dated 5th July 2018 clearly mentions that all 110 posts will be recruited in two phases: 68 during the financial year 2018-2019 and the remaining 42 during the financial year 2019-2020. The reality, however, is that even after the two financial years have expired and we are now in March of 2020, not even the first phase of recruitment has been completed on the pretext of one or the other reason.

We therefore appeal to your esteemed authority to:

1.            Immediately constitute and direct the committee to complete the work within one month so that the necessary action will follow and the NPSC can resume the process of recruitment.

2.            Direct the Higher and Technical Education Department to requisition the remaining 5 posts left out in the current advertisement and the 42 learnt to be under process for approval since September 2019 by the concerned authority to the NPSC so that the total 110 posts of Assistant Professor is conducted in the current advertisement.

3.            Take necessary steps to increase the upper age limit of the candidates, who otherwise will become ineligible for the said exam because of the non-conduct of the examination and issuance of fresh advertisement by NPSC.

Ever since the approval for the post creation of the 110 Assistant Professor and Librarian posts, thousands of candidates, some of whom have not sat for the exam even once, have been eagerly waiting. The undersigned, therefore, on behalf of NET/PhD qualified candidates appeal to your abled leadership for prompt action at the earliest so that the CESE 2019 Exam can be conducted without delay.
