Kohima: The Independent Committee constituted by the Gauhati High Court, Kohima Bench, for Nagaland Institute of Medical Sciences and Research (NIMSR), stated that the work status reflected in the affidavit submitted by the state is “correct”.

The counsel for the petitioner also submitted that the ongoing work of the medical college has been “correctly projected” in the affidavit by the Independent Committee, a bench of justices Kakheto Sema and Kardak Ete stated while hearing the matter on Wednesday.

The Court had on March 15 constituted an Independent Committee to carry out the physical verification of the NIMSR to authenticate the statements of the state respondents in their affidavit with regard to the status report of the medical college building.

Accordingly, the Committee on March 22 visited the site and filed the affidavit showing the work progress and status.

Further, the contractor of NIMSR at Phriebagie, Kohima, in his remark, assured that the entire work would be completed and handed over by May 2023.

In order to testify the progress of the work, the Court had directed the principal director of Health and Family Welfare to file an affidavit showing the progress of the work.

Earlier, the department of Health and Family Welfare, in a report submitted before the Court, claimed that 80% (overall) work of the medical college building had been completed. It also informed that the academics for the first session were expected to start from May-June 2023. However, the National Medical Commission is yet to issue the letter of permission (LOP) to start the college.

When the matter was listed on Wednesday, the Court was informed that the first phase of the LOP had been done and was “positive” that the LOP would be received soon. The NMC team that recently visited the institute reportedly “appreciated” the work progress.

The Court was further informed that two phases of interviews for teaching faculty had been completed by March end and that the third phase is expected to take place in the third week of April.

It may be mentioned that out of the 342 posts of teaching and non-technical staff, 285 posts are for the first year and 57 for the second year.

Meanwhile, the Court directed the additional AG to file a proper affidavit on the compliance of the order with regard to the creation of 342 posts of teaching and non-technical staff, and also on the letter dated March 28, 2023, which was placed before the court.

It further directed the AG to file an affidavit before the next date is fixed. The matter has been listed for next hearing on May 10.
