DIMAPUR — Nagaland government has issued a formal show-cause notice to Nirmal Kumar Jain after an internal inquiry reportedly found evidence of “aggravated fraud” in the procurement of a Non-Naga Indigenous Inhabitant of Nagaland Certificate, allegedly used to acquire land in Dimapur.


The notice—dated November 14, 2025 and issued by the Commissioner of Nagaland—was served based on a representation submitted by Dimapur Naga Students’ Union (DNSU) earlier this year.


The DNSU had petitioned the deputy commissioner of Dimapur on June 26, alleging that Jain had illegally obtained the certificate.


Acting on the complaint, the deputy commissioner constituted an internal committee on July 10 to examine the allegations.

According to the Commissioner’s notice, the committee’s report concluded that the certificate was obtained through “aggravated fraud,” carried out in a “deceitful manner with an element of conspiracy and connivance to defraud the government.”


The notice also stated that Jain had failed to appear before the deputy commissioner on two separate dates—August 29 and September 3—despite being summoned during the inquiry process.


Based on the DC’s detailed report submitted on September 10, the commissioner has directed Jain to submit a written clarification within 15 days of receiving the notice, explaining why his Indigenous Inhabitant Certificate (issued on March 14, 2002) should not be cancelled.


The notice warned that failure to respond within the stipulated period will lead to the presumption that the recipient has “no valid clarification or explanation,” after which appropriate orders or further action will be taken by the authorities.
