Dimapur, Sep. 19 (EMN): The government of Nagaland has created a separate cell for Minority Affairs in the state.
The Personnel & Administrative Reforms department issued a notification about the government of Nagaland creating the separate cell under the Planning & Co-ordination department, with immediate effect.
The government publicity agency the department of Information and Public Relations (IPR) gave updates on Thursday about the notice.
The cell has been assigned the following functions and duties.
1. Schemes/programmes of the ministry of Minority Affairs, government of India, to be dealt by the new cell of Minority Affairs:
1.1 (A) Educational empowerment
i) Scholarship schemes:
a) Pre-matric scholarship scheme.
b) Post-matric scholarship Scheme.
c) Merit-means based scholarship scheme.
ii) Maulana Azad National Fellowship (MANF) scheme.
iii) Naya Savera - Free coaching and allied schemes for candidates / students belonging to minority communities.
iv) Padho Pardesh - Scheme of interest subsidy on educational loans for overseas studies for students belonging to minority communities.
v) Nai Udaan - Support for minority students clearing preliminaries conducted by the UPSC, State Public Service Commission’s and staff selection commission.
1.2 (B) Economic Empowerment:
i) Skill development:a) Seekhoaur Kamao (‘learn and earn’).
b) USTTAD (Upgrading skills and training in traditional arts / crafts for development).
c) Nai Manzil - A scheme to provide education and skill training to youths from minority communities.
ii) Concessional credit through National Minorities Development and Finance Corporation or NMDFC.
1.3 (C) Infrastructure development:
Pradhan Mantri Jan Vikas Karyakaram.
1.4 (D) Special Needs:
i) Nai Roshni - The scheme for leadership development of minority women.
ii) Hamari Dharohar - A scheme to preserve the heritage of minority communities of India under the overall concept of Indian culture.
iii) Jiyo Parsi - Scheme for containing population decline of Parsis in India.
iv) Waqf Management.
a) Qaumi Waqf Board Taraqqiati - Scheme (Scheme of computerisation of records and strengthening State Waqf Boards).
b) Shahari Waqf Sampatti Vikas Yojana (Scheme for grants-in-aid to Waqf-development of urban Waqf properties).
v) Research/studies, monitoring and evaluation of development schemes including publicity.
vi) Haj management.
1.5 (E) Support to institutions:
i) Corpus fund to Maulana Azad Education Foundation.
ii) Equity to National Minorities Development and Finance Corporation.
iii)Grant-in-aid scheme to state channelising agencies of National Minorities Development and Finance Corporation.
2. Organisation structure of the new cell of Minority Affairs:
For smooth functioning and to discharge the activities of the new cell for Minority Affairs one specific officer of the Planning department may be assigned to look after the cell, the note stated.
‘This has the approval of the Cabinet vide Cabinet Secretariat (Cabinet Cell) office Memorandum No. CAB-2/2013 (Pt) dated 3rd September 2019,’ the updates added.
