Nagaland gets emergency operation centre

Nagaland today got the State Emergency Operation Centre (SEOC), which will be the nerve centre for Nagaland State Disaster Management Authority (NSDMA), which was formally inaugurated by Chief Minister Neiphiu Rio at Old Assembly Secretariat complex this afternoon.The SEOC besides being the nerve centre for NSDMA would also held other Nodal Department heads to assemble, take stock of a disaster situation and coordinate response during emergencies.
It is a repository of all the information and decision support systems.
The role of the EOC is to provide a central location from which the government at any level can provide inter-agency coordination and prompt executive decision making for effective incident response.
The SEOC will carry out coordination function through information collection and evaluation, priority setting and resource management.
The SEOC plays a critical role in support of the on-site response and is a well managed operating system. However, SEOCs can help meet the Incident Command’s critical needs in a coordinative way by establishing policy or resolving conflicting policies that may arise between the coordinating nodal departments.
As per a leaflet provided by NSMDA, the States were being assisted by the Government of India, National Framework for Disaster Management to set up control rooms/emergency operations centres at State and district level. Assistance for this was being given under the GoI-UNDP during Disaster Risk Management (DRM) project 2002-2009.
Equipment was also provided for these control rooms under the Disaster Risk Management {GoI-UNDP DRM programme, (2002-09)} to the selected states, of which Nagaland was one.
In partnership with the National Bamboo Mission Application (NBMA), Government of Nagaland entered into agreement to set up Emergency Operation Centres at the State Level and in all 11 districts of Nagaland using Bamboo prefab materials.
