Naga Students' Federation’s ILRC backs APO’s resolution on Inner Line Pass, urging the Nagaland Government to enforce the Bengal Eastern Frontier Regulation.
DIMAPUR — The Inner Line Regulation Commission (ILRC) of the Naga Students' Federation (NSF) has urged the state government to take immediate action to ensure effective enforcement of the Bengal Eastern Frontier Regulation (BEFR), 1873, while expressing support for the Angami Public Organisation’s (APO) resolution on the Inner Line Pass (ILP) and protection of Naga interests.
In a statement, the ILRC called on other Naga tribal organisations and apex bodies to join APO in a united and coordinated effort to address concerns over illegal immigration and enforcement of the ILP system.
The commission also stated that its representation to the Chief Minister, submitted on October 1, 2026, following the National Seminar on the BEFR, was still awaiting a response from the Chief Minister’s Office.
It urged the government to respond and act without delay.

The ILRC appreciated the APO for adopting a firm, time-bound resolution, noting that the organisation had highlighted the continuing failure to effectively enforce safeguards under the BEFR, particularly in Dimapur, Chümoukedima and Niuland districts.
It said APO’s phased approach provides individuals and non-indigenous communities a clear period to address illegal immigration and ensure that employment, services, documents and tenancy arrangements comply with the law.
Clarifying its position, the ILRC stated that the Naga people were not opposed to non-indigenous people who enter, work, trade and reside in Nagaland lawfully.
Rather, its concern was illegal immigration and non-compliance with the law, it said, adding that this distinction must be understood and the law upheld.
The commission further informed that while its representation to the Chief Minister had been reported in the print media, space constraints had prevented publication of the full text. Organisations or individuals seeking a complete copy may request it through the ILRC’s official WhatsApp number, +91 84138 99928, the commission added.
