Mokokchung DC issues ‘Unlock Phase II’

Mokokchung, July 12 (EMN): Mokokchung deputy commissioner has issued ‘Unlock Phase II’ regulations, which would be strictly enforced in the district from July 12 to the 17th.

The order stated that there would be no restriction on agriculture along with its allied activities and construction works subject adherence to all laid down Covid-19 appropriate behaviours.

It also stated that the present system of odd-even vehicular movement would continue till further order and the light motor vehicles including local taxis would be allowed to ply on odd-even basis with 50% occupancy.

However, drivers of all taxis need to possess Covid-19 vaccination certificate and should have a barrier between the driver and the passenger seat.

Further, inter-district movement of people in private vehicles is allowed subject to the person(s) being asymptomatic and having completed their Covid-19 vaccination and subject to the adherence of Covid-19 appropriate behaviours.

However, bus services, inter-district passenger taxi services, two wheeler taxi services and pillion riding would remain suspended and there will be ban on the movement of persons/vehicles except those permitted for reason/purpose as per the existing lockdown measures from 7 pm to 4 am.

The order also stated that the practice of “no mask-no movement and no mask- no entry” would be strictly enforced, while shops and business establishments would be allowed to operate from 6 am to 4 pm.

Shops have also been directed to display the status of vaccinations of all the persons running the shops besides keeping hand sanitisers for the visitors and ensuring Covid-19 appropriate behaviours all the time.

Barbers and salons are also allowed to open after ensuring vaccination of the persons/attendants running these shops as per the guidelines.

It also stated that all government and private offices may function with 50% attendance subject to adherence of Covid-19 behaviours. However, for the government offices 50% staff not attending on any day will work from home and should be available on phone/mail for dealing with urgent office work.

Relaxation on wedding solemnisation, funerals and sports training is also allowed subject to an attendance of not more than 50 persons along with adherence to Covid-19 appropriate behaviour and all the laid down Covid-19 protocols and SOPs. Meanwhile, church service would continue to be held via online mode/PA system, it stated.

Further, the deputy commissioner of Mokokchung also issued guidelines for the opening of shops and business establishments in Mokokchung from July 12 to the 17th.

Under the guidelines, shops and business establishment to be opened from Monday to Saturday are milk and potable water carrier, vegetable and fruits stalls, LPG and fuel stations, tyre repairing, telecom and recharge outlets, print/media and bookstalls, coffins and flower shop, food and medicine agencies, meat and fish (Fresh and Dry) stalls and Agri-allied shops.

Pharmacies, hospitals, nursing homes and other health clinics are allowed to open 24/7, while the restaurants would be allowed to cater through home delivery service. Food delivery, groceries delivery and other e-commerce service providers are also allowed.     

Another category of shops and services that are allowed to open on alternate days are- utensils, paan shops, betel nuts and leaf(Monday and Thursday); hardware, electrical, electronics and repairing, stationery and variety stores, photo and photocopy points, steel fabrications (Tuesday and Friday);  garment and tailoring, cosmetics, furniture, motor parts and Workshops, marble engraving, sports equipment, salons and parlour (Wednesday and Saturday).

Meanwhile, odd-even system for vehicular movement is further extended from July 12 till further order with the following modalities— intra-district vehicular movement entering Mokokchung Municipal Area and vehicular movement within Mokokchung Municipal Area would follow the odd-even system of vehicles.

The exempted vehicles included are  inter-state vehicles carrying essential commodities and goods; inter-state vehicular movement of essential nature and travelling with a valid permit; government vehicles / private vehicles engaged in essential service /Covid-19 duty/ medical emergency.

Under the odd-even system- vehicles with registration number ending with an odd number are permitted on Monday, Wednesday and Friday; vehicles with registration number ending with even number including zero are permitted on Tuesday, Thursday and Saturday.
