- IMPHAL — The online property tax Platform for
26 municipal councils of Manipur was formally launched in Imphal on Thursday.
The initiative reinforces Manipur’s commitment to transparent and efficient
urban governance.
- Launching the platform in Imphal, the state chief secretary,
Prashant Kumar Singh, commended the team of Manipur Municipality Property Tax
Board (MMPTB) for their hard work and encouraged proper training for smooth
adoption and emphasised the importance of capacity building, transparency and
promoting door-to-door services to ensure accessibility.
- The newly launched platform offers comprehensive services
including property registration, self-assessment, tax payment and processing of
requests for amalgamation, separation and mutation—all through a single digital
interface.
- There are 27 urban local bodies (ULB) in the state. One ULB
is Municipal Corporation and the other 26 ULB are municipal councils.
- Under the provisions of Manipur Municipalities Act, 1994,
all the municipalities are expected to implement the property tax collection
from the current financial year/ assessment year 2025-26.

- Other key features of the platform are registration of
properties, official verification and approval process and payment of property
tax. Besides, there would be analytics of data for various processes.
- The day’s launching event in Imphal also featured a live
video interaction with the chief programme officer of the National Urban
Digital Mission, Manpreet Singh, and a tutorial video on property registration,
which was broadcasted as part of the launching ceremony.
- The chairman of MMPTB, H Deleep Singh; commissioner of
Finance, N Ashok Kumar; secretary of Revenue, N Kheda Varta Singh; director of
MAHUD), Ng Uttam Singh; director of MARSAC, O Nodiachand Singh; municipal
commissioner (IMC), K Chandrakumar Singh; and CEO of Imphal City Ltd, Th
Harikumar Singh, along with senior members of the various municipal councils
attended the event.
- The digital rollout marked the culmination of years of
strategic planning, collaboration and dedicated effort from various
stakeholders.
- A significant step was the signing of a Memorandum of
Understanding (MoU) between the National Institute of Urban Affairs (NIUA) and
MMPTB in May 2022.
- Manipur has now become the first state in India to sign
under the National Urban Digital Mission (NUDM) of the Ministry of Housing and
Urban Affairs.
- It signifies a pioneering move towards digitally
transforming urban governance and service delivery in the state, aligning with
the mission's goals of creating a shared digital infrastructure for urban
India.
- The National Institute of Urban Affairs provided vital
financial and technical support throughout the development of the platform.
