[dropcap]M[/dropcap]anipur has the highest number of private school enrolment in the country, according to the 9th Annual Status of Education Report (ASER) 2013. The enrolment of the private school has increases to 70.5% in 2013 from 67.2% in 2012.
The ASER report for the states of North East India which was released today by Prof N Mohendro at Manipur Press Club in Imphal also said that the classroom-teacher ratio (CTR) was also low compared to the 2011 report. The ratio was 41.4 percent in the year 2011 while in the year 2013 it was 34.4 percent.The enrolment in the 6-14 age groups continues to be very high, with more than 96% of children enrolled in school in All India average against 98.5% in Manipur. This is the fifth consecutive year that enrolments level have been 96% or more .The proportion of out of school girls in the 11 to 14 age group has declined since last year.
Reports further said teacher attendance in primary schools shows decrease from 78.5% in 2011 to 71.9% in 2013 but the students shows a slight increase both in primary and upper primary level. The proportion of schools that comply with RTE pupil-teacher ratio (PTR) norms has increased every year from 74.3% in 2010 to 91.0% in 2013. However classroom teacher ratio decreases from 62.5% in 2010 to 34.4% in 2013. The percentage of schools with no drinking water facility has declined from 84.6% in 2010 to 79.9% in 2013 which is much higher than India average of 17% in 2010 to 15.2% in 2013. Schools with using toilet are only 47.9%.
The survey was conducted in random at 189 schools in the rural areas of the state.
State employees to take mass casual leave:The Joint Administrative Council (JAC) of All Manipur Trade Unions Council (AMTUC) and All Manipur Government Employees Organization (AMGEO) said that all the Manipur Government employees will take mass casual leave on February 21 and 2 while the pensioner will stage sit-in-demonstration in Imphal. A press statement of the JAC said that the decision was taken in the general body meeting of the Joint Administrative Council of AMTUC and AMGEO, Manipur Secretariat Services Association and Manipur State Pensioner Union. It also said that the employees also launch a cease work strike from March 6 if the government fails to fulfil the demands of the employees and the pensioners.
The statement said that the even though the central government is ready to implement the seventh pay commission the government of Manipur is still depriving the sixth pay commission from the employees of the state. All the states of the country are paying the DA/DR and other allowances recommended by the Central Government to their employees. It also alleged that the implementation of sixth pay commission in the state is just for namesake.
It further said that the improper implantation of sixth pay and deprivation of DA/DR kept the people of the state in a living standard. It added that the government has not initiated any of the demands which were promised to be fulfilled by it three years before.
