Imphal,April 1 (EMN): Manipur government has decided to conduct an enquiry into the procurement and installation and commissioning of CCTV cameras in Imphal town to ascertain the facts and to find officers responsible for lapses if any.
The Additional Chief Secretary (Home) Dr Suresh Babu issued an order to conduct an enquiry by an Enquiry Committee consisting of Additional Director General of Police Promod Ashthana as Chairman, Secretary (RD&PR) Sumant Singh and IGP Clay Khongsei as members.
The Committee shall enquire into the process of tender, procurement, installation and commissioning CCTVs and find out lapses if any; and identify the persons responsible for such lapses.
The enquiry report shall be submitted to the government within a period of 15 days time from March 31, the official source said.It may mentioned that the state home department had sanctioned a sum of Rs. 8, 01, 54, 775/- under the plan 2009-10 and 2010-2011 for procurement of CCTVs for installation and commissioning at Raj Bhavan, Chief Minister Bungalow and Bazaar areas.
It has been brought to the notice of the Home Department that CCTVs installed at Bazaar areas have not been functional since its installation and there are irregularities in procurement and installation of CCTV cameras.
In another development, to ensure effective and efficient utilization of funds of various developmental activities in respect of State Plan/CSS during 2016-17, the government has advised all departments to comply instructions and take up necessary measures so as to ensure completion of developmental works in time.
Principal Secretary (Planning) Vineet Joshi also issued an office memorandum to be complied by all the Additional Chief Secretaries, Principal Secretaries, Commissioners, Secretaries and heads of Departments on March 30, 2017.
The office memorandum instructed the top level officers to upload progress of all the works costing Rs 50 lakh and above taken up during 2016-17. The progress report must be backed by photographs showing the progress of work through geo-tapping in the website of the State Planning Department in respect of CSS/State Plan.
It further mentioned that the photographs to be uploaded on the website would inter-alia show status, before start of the work, during the currency of the work (4-5 photos) and final work. The photographs should be taken in such a way that it may clearly convey the work scope and its progress.
The progress of works along with photographs showing latest achievement must be uploaded on regular basis; the office memorandum said and cautioned that the respective head of departments must be personally liable for the said instructions.
