KMC dog impounding from today

Dimapur, Sep. 10 (EMN): In pursuance to section 58 (j) of the Nagaland Municipal Act 2001 and in consultation with all ward chairmen under Kohima municipality, KMC’s dog impounding will start functioning from September 11.
In this regard, all dog/pet owners are required to keep confine their dogs/pets in their compound at all times. However, if a dog is to be taken outside the compound, the same has to be taken out on a leash.
KMC administrator Kethosituo Sekhose stated that any dog found on the streets in the municipality without a leash, its owner/caretaker would be impounded without any further notice and be taken to the KMC dog shelter.
The concerned owner, on production of his/her identity papers (ie of the owner), can claim his/her dog if impounded from the dog shelter at KMC Chaü Parking located on the way to Science College, Jotsoma, next to Minister Hill Baptist Church.
The maximum period for which a dog will be kept in the KMC shelter is 7 days including the date of impoundment. Thereafter, the dog would be disposed off by either finding a new owner or be given to animal care clubs/organisations or as deemed fit. An owner cannot lay claim to his or her dog after the expiry of maximum holding period, it stated.
The release also stated that a penalty of Rs 1000 will be charged for first impoundment followed with Rs 1,500 for the second impoundment and Rs 2,000 for the third impoundment. From the fourth impoundment for a pet belonging to the same owner, the owner will be penalised with an additional Rs 1000 over and above the third impoundment penalty.
The concerned owner would also be charged Rs 200 for feeding per day, Rs 200 for immunization charges for those dogs where immunisation certificate is not produced, Rs 100 for cleaning and grooming and surgical or other medical examination/treatment fees.
