KAAC holds supplementary budget session

Diphu, Sep.30 (EMN): Karbi Anglong Autonomous Council (KAAC) held a supplementary budget session on Friday relating to payment of outstanding liabilities under Primary Education department, PWD and Works department.
Chief Executive Member (CEM), KAAC, Tuliram Ronghang, who placed the supplementary budget under various heads of accounts, said the original grant of budgetary allocation for the administration of justices for setting up of village courts as per the Mikir Hills Autonomous District (Administration of Justice) Rules 1954, was INR 167 lakh, but an additional amount of INR 335.20 lakh is required to meet the expenses.
The CEM informed chairman, KAAC, Raju Tisso, who chaired the session that an additional amount of INR 1000 lakh against the original grant of INR 2636 lakh budgetary allocation for the Education department is required.
Ronghang also sought an additional amount of INR 36, 80, 00,000 against the original grant of INR 36, 80, 00,000 for the Works department needed to meet the shortage of funds for payment of completed schemes.
The CEM also placed an additional amount of INR 500 lakh against the budgetary allocation of INR 35 lakhs under the head of an account of Printing & Stationery for the celebration of Karbi Anglong Day.
Ronghang further sought an additional amount of INR 3, 00, 00,000 against the original grant of INR 3, 00, 00,000 under Public Works for execution of new schemes.
The CEM informed the house that land has been purchased at Bengaluru by KAAC for the construction of Karbi Bhawan but the Airport authority had not allowed construction of the building.
The KAAC may not get the land but will receive compensation from the Airport authority. For purchase of a new site, the budgetary amount need to be included in the supplementary budget, he said.
The members in the house also took a resolution on the approval of the final draft of ‘A guide book of Karbi customary jurisprudence.’ Another resolution was also adopted for the constitution of the Committee on Public Accounts (CPA) headed by Member of Autonomous Council (MAC), Kache Rongpipi as chairperson with MACs Headsing Rongphar, Avijit Kro, Kadom Terangpi and Johnny Timung as members.
The CEM informed the house that under inherent subjects, the KAAC has taken up various works and to clear the outstanding liabilities to contractors, the supplementary budget was required.
He also said the erstwhile United Mikir & North Cachar Hills district was formed on November 17, 1951. The KAAC foundation day is celebrated but not the district formation day. The KAAC is going to celebrate Karbi Anglong Day to commemorate the formation of the district on 17 November and for this, a budget of INR 500 lakhs has been earmarked.
He also said CPA has been formed with MAC Kache Rongpipi as the chairperson.
