Introduce Register of Indigenous Inhabitants of Nagaland, urges JCPI

Dimapur, Nov. 18 (EMN): The Joint Committee for Prevention of Illegal Immigrants (JCPI) has urged the state government to introduce Register of Indigenous Inhabitants of Nagaland (RIIN) without further delay, stating that all the mess arising out of “improper possession of indigenous inhabitant certificate” could be solved only through its enforcement.

The committee stated through a representation to the chief minister that the RIIN Commission headed by Banuo Z Jamir had completed its studies and the final report submitted to the government as per its directive.

While thanking the government for taking a prompt decision on RIIN exercise, the JCPI reiterated “the cutoff year as 1st December, 1963 for enrolment of indigenous inhabitant of Nagaland on the basis of Nagas by birth. The 21/11/1979 date which constituted Dimapur as Tribal Belt vide Land Revenue Department Notification No LR/2-118/76 by no means will be accepted as the cutoff year”.

Urging the government to enforce RIIN in letter and in spirit at the earliest, the committee stated that as it has to be ‘enacted as Law, the primary initiative is for the Cabinet to approve the RIIN Commission’s report and place it before the Nagaland Legislative Assembly to enact it into an Act’.
