Dimapur, Nov. 6 (EMN): A sum of INR 6.5 crore has been disbursed — as of October 11, 2019 — to 1,176 defence forces pensioners and family pensioners as arrears on account of implementation of ‘one rank one pension’ (OROP) scheme in Nagaland.
According to the ministry of Defence, a sum of INR 10,795.4 crore, including payment of INR 348.56 crore to Nepali pensioners, has been disbursed to 20,60,220 defence forces pensioners and family pensioners.
The yearly recurring expenditure on account of OROP is about INR 7123.38 crore. For about six years starting from July 1, 2014, the total recurring expenditure worked out to approximately INR 42740.28 crore, according to the Defence statement.
It informed that government of India took the historic decision to implement OROP by issuing an order on November 7, 2015, with the benefit becoming effective from July 1, 2014, despite huge financial burden, where armed forces personnel retired up to June 30, 2014 were covered under this order.
Considering the magnitude and complexity of Defence pension, extensive consultations were held with experts and ex-servicemen before the government’s order on implementation of OROP was issued, it stated.
Ex-servicemen had been agitating for implementation of OROP for nearly 45 years, but it was not implemented before 2015, it added.
OROP implies that uniform pension be paid to the armed forces personnel retiring in the same rank with the same length of service regardless of their date of retirement and thus bridging the gap between the rate of pension of current and past retirees at periodic intervals, it added.
It is stated that OROP beneficiaries also got the benefit of fixation of pension under 7th CPC while calculating the pension by multiplication factor of 2.57.
