ILP implementation: Nagaland Janata Dal (United) calls for single cut-off date

DIMAPUR — The Janata Dal (United) in Nagaland welcomed the state cabinet’s decision to implement the Bengal Eastern Frontier Regulation (BEFR) 1873 in Dimapur, Niuland, and Chümoukedima districts. However, the party expressed concerns over the two cut-off dates for Inner Line Permit (ILP) exemption.

The cabinet set December 1, 1963, and November 21, 1979, as exemption dates, allowing non-Nagas residing in Nagaland before these dates to apply for Permanent Resident Certificates (PRC) and Domicile Certificates.

In this connection, the JD (U) called for a single exemption date, preferably Nagaland’s statehood date, to avoid confusion and streamline enforcement.

“It does not make sense if all the non-Nagas falling under these two categories can avail the same facilities”, it said in a press release on Thursday.

The party also urged caution in granting long-term ILPs to preserve the BEFR’s intent and proposed a Nagaland Inner Line Regulation Commission (NILRC) with legislative and executive power over ILP issues.

“The JD (U) also strongly feels that Nagaland must have separate legislation on adoption distinguishing Nagas by blood and Nagas by adoption”, it added.
