IMPHAL, NOVEMBER 18

[dropcap]J[/dropcap]oint Committee on Inner Line Permit System (JCILPS) has announced on Tuesday that ID cards will be issued by the committee soon to all non-Manipuris residing in the state by conducting verification drive against them.
The repeated resolution of the Manipur assembly to implement Inner Line Permit is still yet to realize, besides the All Political Party Committee on Inner Line Permit (APPCILP) has been indulging in delaying tactics on the issue, JCILPS convenor Ibotombi Khuman alleged while participating in the “Deprivation Day” observance at Manipur Press Club here.
He alleged that APPCILP is dealing with the ILP implementation issue in the way suspension of operation (SoO) pacts are signed with different militant groups.Ibotombi said the Manipur Government has failed to declare an Act to rein in non-locals within the November 18-dateline given by JCILPS and hence the committee will start issuing ID cards to all non-locals residing in the state soon by conducting verification on them.
But cultural troupes, Government employees, sportspersons and students who are coming to take part in the Sangai Festival will not need the IDs, he said.
Ibotombi said the JCILPS began observation of Deprivation Day since 2012 as a mark of protest against the abolition of the British era Bengal Eastern Frontier Regulations, 1873 (ILP) by then Chief Commissioner of Manipur Himat Singh on November 18, 1950.
This year’s edition of the Deprivation Day was observed with the theme “Our Future is Our Pride.” Several leaders from different women organisations were also present at the occasion.
